About this file
This statement of work requests a subscription to a labor market data service to support the Department of Commerce CHIPS Program Office's assessment of workforce development plans submitted with applications for CHIPS Incentives Program funding. The data service must provide employment and job posting data at the county or metropolitan statistical area level for the semiconductor industry and related skill sets, aggregated from public online job boards and updated at least monthly to allow for real-time labor market analysis. The CHIPS Program Office requires this data to validate applicants' plans to recruit, train, and hire the estimated additional 90,000 facility workers needed over the next decade for projects funded under the CHIPS Incentives Program. The statement of work specifies a one-year subscription period with a one-year option, and requires the selected vendor to provide the data subscription deliverable within one business day of award.

STATEMENT OF WORK
Title: Labor Market Data for the Semiconductor Industry Requesting Lab: CHIPS Program Office – Strategy Team/Workforce
I. BACKGROUND INFORMATION
In 2022, President Joe Biden signed into law the CHIPS and Science Act of 2022, which provides the Department of Commerce (DOC) with $50 billion for programs to support semiconductor research, development, and manufacturing—while also investing in American workers. These programs seek to restore U.S. leadership in semiconductor manufacturing by providing incentives and encouraging investment to expand the domestic manufacturing capacity necessary to produce the most advanced semiconductors needed for applications in artificial intelligence and high-performance computing, as well as less advanced semiconductors that remain critical components of everything from automobiles to microwave ovens.
On February 28, 2023, the DOC CHIPS Program Office (CPO) issued a Notice of Funding Opportunity (NOFO) seeking applicants for the CHIPS Incentives Program. The CHIPS incentives program can provide direct funding (via grants, cooperative agreements, or other transactions), loans and loan guarantees (collectively, CHIPS Incentives) for eligible projects. The HOFO seeks applications for CHIPS Incentives that will support investments in the construction, expansion, and modernization commercial facilities in the United States for the front- and back-end fabrication of leading-edge, current-generation, and mature-node semiconductors.
As part of the application package, CHIPS Incentives applicants must submit a workforce development plan. A highly skilled, diverse workforce is critical to meeting the goals of the CHIPS Incentives Program. This includes both the construction workforce who construct or expand facilities, and the semiconductor workforce who operate them. Applicant will need a strategy for both workforce components.
To help CPO staff with the assessment of CHIPS Incentives applicants’ workforce development plans, CPO staff needs labor market data on the semiconductor industry for detailed geographic areas.
II. OBJECTIVE
CPO requires this data for the semiconductor industry and for the labor market in general to understand current labor market resources and the potential labor pool available to semiconductor companies and their suppliers. This information is needed to validate workforce development plans submitted by applicants which contain plans to recruit, train, and hire employees to work in new or expanded semiconductor facilities. The programs funded under the CHIPS Incentive program are estimated to require an additional 90,000 facility workers over the next decade.
III. Requirements/Scope of Work
CPO is seeking a subscription to a data service that provides labor market data on employment and job postings at fine level of geographic detail (at the county or metropolitan statistical area level) for the semiconductor industry and industries requiring similar skill sets. CPO requires data that aggregates online job postings by occupation and geographic location from across a variety of public job boards and web sites. CPO also requires data about skill demand and qualifications required in job postings. CPO requires this data to be regularly updated (at least once a month) and available with minimal time lag (within one month of posting) so that labor market conditions can be assessed in as close to real time as possible.
