About this file

This is a Statement of Requirements for a hydrophone array system to be integrated with a Teledyne Slocum G3 autonomous underwater glider for the Naval Postgraduate School Physics Department. The requirement specifies procurement of an OceanObserver SNOUT V3 customized system from Jasco Applied Sciences, featuring an 8-channel data acquisition system housed in a pressure rating exceeding 1000 meters depth, with four channels dedicated to hydrophones and four reserved for future sensor expansion. The system must provide real-time passive acoustic detection capabilities with onboard algorithms and external communication interface, along with native mounting integration for the glider's nose, wings, and tail sections.

The complete procurement package includes four M36-V35-100 hydrophones, associated hydrophone cabling, mounting hardware, glider wings, twelve SD1000 storage cards, embedded PAMLab software with one year of support, an accessory kit, Pelican shipping case, and integration support services. The requested delivery date is December 31, 2026. The associated Notice of Intent to Award indicates a sole-source award to Jasco Applied Sciences under commercial acquisition procedures, with justification based on the company being the only known responsible source capable of meeting the government's technical requirements and schedule. The applicable NAICS code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing), and the PSC is 6640, with award contemplated as a firm-fixed-price contract.

Statement of Requirements Physics Department Naval Postgraduate School

1.0 Background/Introduction:

We are purchasing a small hydrophone array, currently with 4 elements but with room to expand to 8 elements, to be mounted to a Teledyne Slocum G3 glider. The array needs to be sampled coherently by a data acquisition system (DAQ) mounted and tested inside a pressure housing rated to 1000m or greater depth. DAQ must run real-time detection algorithms onboard and communicate detections to an external computer. System must be equipped to natively mount to a Slocum glider, with easy attachment of the DAQ canister to the nose of the glider, and hydrophones to wings and tail. The purpose of this array is to provide real-time passive acoustic awareness to autonomous vehicle controller.

The Jasco Applied Sciences OceanObserver SNOUT (ObserverSnout) accomplishes all these needs. The custom Snout contains an 8-channel DAQ in a self-contained >1000m housing. 4 of the channels are connected to hydrophones leaving the other 4 available for other sensors in the future, including possible integration of an acoustic vector sensor. Overall configuration provides convenient prefabricated mount points for hydrophones on each wing and tailstock of the glider.
