About this file

This is a Statement of Qualifications document for the State of Ohio's Department of Transportation (ODOT) for professional services covering the 2026-2028 period. The SOQ process is designed to pre-qualify firms for professional services that may be awarded contracts in accordance with Ohio Revised Code Section 153.71. Interested firms must submit a cover letter indicating which qualification categories they wish to be evaluated under, with options including all ODOT pre-qualification categories, Storm Drainage Design, Waterline & Sanitary Sewer Design, Civil Site Design, Structural Engineering, Architecture, Landscape Architecture, and Land Surveying. The qualification process will categorize firms based on their demonstrated qualifications and experience in their respective service areas.

The SOQ submission process establishes a pre-qualified vendor list that ODOT will use for soliciting professional services throughout the 2026-2028 contract period. This approach allows the state to streamline the procurement process by working with pre-vetted firms rather than conducting individual competitive procurements for each professional services engagement. Firms selected through this SOQ process will be positioned to compete for future contract awards as ODOT identifies specific project needs during the contract term.

REQUEST FOR STATEMENT OF QUALIFICATIONS

The Metropolitan Park District of the Toledo Area (Metroparks Toledo) may contract for professional services during 2026, 2027, and 2028 on various capital and major maintenance projects initiated by staff and approved by the Board of Park Commissioners.

In accordance with ORC 153.65(D) and 153.68, Metroparks Toledo utilizes a quality-based method of evaluation during consultant selection. Any person or firm engaged in the practice of architecture, engineering, surveying and registered as a licensed professional in Ohio, interested in furnishing professional services, must submit a Statement of Qualifications (SOQ) electronically via PlanetBids at www.metroparkstoledo.com/bids by following the Current Opportunities link. SOQ’s must be received by Friday, July 24, 2026, at 1:00 p.m. to be considered.

Those not registered on the PlanetBids Metroparks Toledo Vendor Portal must first create a free Vendor Profile by clicking New Vendor Registration. For additional guidance regarding electronic submittals, Vendors can click the Help Center (Headset icon in the upper right of the Vendor Portal) to review the frequently asked questions, get the PlanetBids contact information, or open a support ticket with PlanetBids.

The SOQs will be used to pre-qualify firms for professional services and may be used to award contracts in accordance with ORC 153.71. Firms will be categorized according to their qualifications. Interested firms should include a cover letter indicating which of the following categories for which they wish to be evaluated: All ODOT pre-qualification categories, Storm Drainage Design, Waterline & Sanitary Sewer Design, Civil Site Design, Structural Engineering, Architecture, Landscape Architecture, and Land Surveying.

If you are currently pre-qualified with the Ohio Department of Transportation (ODOT) you will be considered pre-qualified with Metroparks Toledo. Please provide evidence of your ODOT prequalification status by the deadline.

The SOQ should include the following:

1) Name, address, and brief history of individual or firm, including information regarding main area of expertise.

2) For categories not included by ODOT or for those not pre-qualified with ODOT, proof of competence and experience to perform professional services for each category that pre-qualification is requested;

3) Sample listing of projects with project explanation, current listing of governmental projects and type of services being rendered, and contact person for verification;

4) Evidence of professional liability insurance and amount;

5) Description of facilities and equipment;

6) Education, training, and experience of owners, principals, project managers and staff that would provide the potential services for the requested categories; and

7) Current status of “Certificate of Authorization” from the State of Ohio to practice architecture, landscape architecture, engineering or surveying.

8) MBE/DBE Eligibility/Certification

9) Additional information and comments you believe may be pertinent, but not specifically mentioned elsewhere.

Once the Statement of Qualifications is received and evaluated, an acknowledgment letter will be sent back to the firm/individual showing the categories for which pre-qualification status has been granted.

When Metroparks Toledo is in need of services for a project or program, all pre-qualified individuals or firms in that specific project category will be notified. Pre-qualified firms should update their SOQ on a regular basis, at least every two years, to be considered for future projects.

The issuance of this public announcement in no way constitutes any commitment by the Board of Park Commissioners to award any professional contracts, to pay for any costs incurred in preparation of a response to this announcement, or accept any other acts on the part of respondents to procure or contract for services. No firm has the right to expect that he/she/it will be awarded a contract with Metroparks Toledo absent adherence to all legal requirements.
