About this file
This statement of need document outlines requirements for 7/16-inch plastic jacketed steel mooring line to be used in oceanographic research moorings. The Pacific Marine Environmental Laboratory requires approximately 10,380 feet of 7/16-inch galvanized improved plow steel wire rope with a polypropylene jacket and maximum off-center tolerance of 0.010 inches. The line must have a minimum breaking strength of 17,000 pounds. Delivery of the mooring line is required by December 1, 2023 to PMEL's mooring shop in Seattle, Washington. The related federal contract opportunity posted is a solicitation from the Department of Commerce National Oceanic and Atmospheric Administration seeking this brand name or equal plastic jacketed steel wire to meet the technical specifications provided.

STATEMENT OF NEED
Mooring Wire PURPOSE: This requisition is for one 10,380 feet of 7/16” plastic jacketed steel mooring line.
SCOPE OR MISSION: This mooring line is an integral component of most all Pacific Marine Environmental Laboratory (PMEL) moorings. This wire purchase will specifically be used for the Ocean Station Papa and Kuroshio Extension Observatory (KEO) mooring.
BACKGROUND: Since 2004 OCS has deployed deep water research moorings around the world. The top 300-700m of these moorings is plastic jacketed steel cable. This cable not only provides structural support for the mooring, but the plastic jacketed cable allows for inductive communications with instruments mounted below the surface on the wire. This communication is essential to allow near real-time data telemetry of sub surface variables.
TECHNICAL SPECIFICATIONS:
7/16" Wire Rope Specifications:
*see attached specs for more detail.
· 1. Wire Rope shall be 7/16" diameter; galvanized 3 X 19 improved plow steel.
· 2. Wire rope shall be of low rotation construction.
· 3. Wire shall have a watertight polypropylene jacket with outside diameter of 0.515" - 0.520”
· 4. Wire rope shall be centered in plastic jacket with maximum off-center tolerance of 0.010".
· 6. Wire rope shall have a minimum breaking strength of 17,000 pounds.
· 7. Wire will be ordered and shall be delivered on heavy wooden reels in customer specified lengths
