Statement of Need
Optical Fiber Splicer and Cleavers
BACKGROUND:
The National Institute of Standards and Technology (NIST) Information Technology Laboratory (ITL) performs research in quantum communications and networking. ITL distributes quantum information over fibers between several laboratories. For improved repeatability of insertion loss, ITL requires splicing of the optical fibers. To perform the splicing, an optical fiber splicer and two fiber cleavers are required. The fiber splicer is expected to use core alignment to provide low-loss, high quality and repeatable fiber splices.
PURPOSE:
The purpose of this acquisition is to procure one (1) optical fiber fusion splicer with accessories, and two (2) optical fiber cleavers that are compatible with the splicer.
PRODUCT REQUIREMENTS:
The contractor shall provide the following:
1. One (1) Optical Fiber Fusion Splicer which meets the following minimum qualifications:
a. The splicer shall be able to splice a single optical fiber at a time
b. The splicer shall use core alignment technology
c. The splicer shall be capable of splicing both single-mode (SM) and multi-mode
(MM) fibers with MM core size up to 50 micrometer diameter
d. The splicer shall be compatible with cladding diameters 80 to 150 micrometers, and coating diameters 100 to 3000 micrometers
e. The splicer shall have a fiber cleave length between 5 to 16 mm
f. The splicer shall be compatible with 20, 40, and 60 mm long protection sleeves
g. The splicer shall have a splice time of 6 seconds or faster
h. The typical single-mode splice loss shall not exceed 0.02 dB
i. The splicer shall have a splice return loss of 70 dB or higher
j. The splicer shall have a 4.3-inch wide or larger color LCD touch screen
k. The splicer shall have a maximum fiber image magnification of 550x or higher
l. The total weight (including battery) of the splicer shall not exceed 2.0 kg
m. The splicer shall have a battery capacity of 200 splice/heat cycles or higher
n. The splicer shall come with the following accessories:
i. Detachable 250 micron and 900 micron fiber holders
ii. Set of spare electrodes
iii. Splicer cleaning tools
iv. Fiber stripper
v. Battery and AC adapter (for US)
2. Two (2) Fiber Cleavers which meet the following minimum specifications:
a. The cleavers shall be able to cleave single fibers
b. The cleavers shall be compatible with fibers with 125 micron cladding diameter and up to 900 micron coating diameter
c. The cleavers shall have blade with adjustable positions for longer life
d. The fiber cleavers must be compatible with the fiber splicer requirements identified above.
WARRANTY REQUIREMENTS
The Optical Fiber Fusion Splicer shall be warranted as conforming to specifications and free of defective materials and faulty workmanship for three (3) years from date of delivery. The Fiber Cleavers shall be warranted as conforming to specifications and free of defective materials and faulty workmanship for one (1) year from date of delivery.
DELIVERY REQUIREMENTS
Delivery shall be made within five (5) weeks after Contractor receipt of order. The Contractor shall delivery the products specified above F.O.B. Destination to:
NIST Shipping and Receiving 100 Bureau Drive Building 301 Gaithersburg, MD 20899
F.O.B destination means that the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
INSPECTION AND ACCEPTANCE
Prior to acceptance, the NIST ITL will inspect delivered products to ensure that they conform to the requirements identified in this Statement of Need. Inspection will be conducted within ten (10) business days after delivery in the NIST environment that the system is to be operated in. The Contractor has the right, at its expense, to be present during the inspection.
The place of inspection and acceptance shall be:
NIST
100 Bureau Drive Gaithersburg, MD 20899
PAYMENT SCHEDULE
After successful inspection and acceptance of all required products, and following NIST receipt and acceptance of a proper invoice, the Contractor will be paid in full in accordance with NET 30 Payment Terms. NIST will not accept partial shipments or partial invoices.
