About this file

This document is a Statement of Need requesting the procurement of one Starlink Aviation antenna system from SpaceX Corporation for testing and evaluation by the National Oceanic and Atmospheric Administration Aircraft Operations Center. The system would include the Aero Terminal, power supply, two wireless access points, harnesses, and two months of global aviation subscription services. The antenna is expected to provide high-speed, low-latency internet connectivity across the globe with up to 350 Mbps download speeds to enable all passengers to access streaming-capable internet simultaneously. Coverage should include land, oceans, and polar regions to connect wherever flight routes evolve. The low-profile Aero Terminal features an electronically steered phased array antenna enabling new levels of reliability, redundancy, and performance. Delivery times for components vary from one to four months with shipping logistics and costs covered by the vendor. The related federal contract opportunity is a Special Notice for the intent to negotiate sole source procurement of the Starlink AOC antenna from SpaceX under solicitation number NM-AN2200-23-01176 by the Department of Commerce National Oceanic and Atmospheric Administration.
