About this file
This is a Terms and Conditions document issued by the State of Michigan's Print & Mail Management (PMM) division that establishes operational requirements and specifications for vendors providing printing and mailing services to the state. The document outlines mandatory pre-qualification procedures, submission requirements, and delivery standards for state printing contracts. Vendors must be pre-qualified with PMM and registered with the State of Michigan before submitting bids, with the pre-qualification process requiring approximately one week. All bids must be submitted online and include all costs with freight to the designated dock location in Lansing, Michigan. Deliveries are accepted Monday through Friday between 8:00 a.m. and 3:30 p.m., excluding standard holidays, and drivers must obtain entry passes at the front office prior to dock access.
The document establishes strict pallet and packaging specifications requiring single-face hardwood pallets with specific dimensions (44" to 48" length, 36" to 48" width, maximum 5'6" height including pallet, and 4,000 pounds maximum gross weight) and detailed carton labeling requirements including commodity numbers, descriptions, purchase order numbers, and piece counts. All shipments must be F.O.B. Destination with prepaid freight, and no underruns are accepted; overruns are at the vendor's expense. Invoices must be submitted via email to DTMB-PrintingServices@michigan.gov in addition to entry into the VSS system. Electronic copies of all materials must be provided in source software format with all revisions, fonts, and images included, as well as PDF format, with all materials becoming the property of the State of Michigan upon completion.
