The City seeks qualified firms to provide independent, third-party monitoring of debris removal operations to ensure compliance with Federal Emergency Management Agency (FEMA) and applicable federal, state, and local regulations, thereby maximizing the City's eligibility for disaster recovery reimbursement. The contract is established for an initial one-year term with four optional annual renewals and will be activated only upon occurrence of a qualifying disaster event or upon the City's determination that monitoring services are required. No guarantee of work or minimum compensation is expressed or implied; services and payment will be rendered only upon activation and as authorized by the City's Emergency Manager. The solicitation was released on September 18, 2026, with questions due by September 30, 2026, at 4:00 PM and proposals due by October 14, 2026, at 10:00 AM. Respondents must provide a 24/7 contact number for activation and confirm ability to mobilize personnel and equipment within twelve hours of written notification. No pre-proposal meeting will be held, and no bid bond is required.
Pricing must be submitted using unit-based rates as the primary pricing method, covering positions such as field monitors, tower/site monitors, field supervisors, project managers, and administrative staff, along with time-and-materials rates for initial mobilization with a not-to-exceed ceiling and optional services pricing. The City requires comprehensive FEMA compliance knowledge, demonstrated experience with municipal debris monitoring for comparable jurisdictions, and successful track records supporting clients through FEMA audits and appeals. Upon contract activation, the selected firm must obtain payment and performance bonds worth one hundred percent of the estimated contract price within ten business days and must maintain all required insurance throughout the contract term. Evaluation criteria include firm experience and qualifications in FEMA-compliant debris monitoring (30 points), technical approach and methodology (10 points), staffing plan and key personnel (15 points), mobilization and response capability (25 points), and pricing (20 points). The City reserves the right to invite respondents to interview, select without interviews, reject any proposal not deemed in the City's best interest, or reject all proposals.
