About this file

Summary: ST8342_RFQ_Full.pdf

This Request for Qualifications (RFQ) document is issued by the City of SeaTac, Washington, soliciting consulting firms to provide civil engineering and traffic engineering design services for the Systemic Intersection and Pedestrian Safety Improvement Project. The project focuses on enhancing safety at key intersections and pedestrian facilities throughout SeaTac. Qualified firms must demonstrate expertise in traffic engineering, pedestrian safety analysis, intersection design, and civil engineering. The RFQ requires consultants to develop comprehensive safety improvement recommendations based on systemic analysis of problem locations. Statements of Qualifications must be submitted by the specified due date, with evaluation criteria emphasizing relevant project experience, technical expertise, staffing qualifications, and understanding of pedestrian and intersection safety principles. The anticipated contract term and any renewal options are subject to the consultant's performance and the City's funding availability. A pre-submittal meeting or site visit may be available for interested firms to gain familiarity with project locations and requirements.

The RFQ process prioritizes qualifications-based selection rather than low-cost bidding, allowing the City to identify the most capable consulting team for this specialized transportation safety work. Pricing information will be negotiated following the qualifications evaluation phase, with final contract terms dependent on scope confirmation and budget allocation. The City may consider local business participation and disadvantaged business enterprise (DBE) participation goals if applicable to the project. Funding for this initiative derives from the City's transportation improvement budget and may include state or federal safety grant sources. Firms selected through this RFQ process will advance to contract negotiations where project scope, schedule, and fee structure will be finalized based on the City's specific requirements and available funding.
