About this file
This document is a Sources Sought Notice for the Illumina DRAGEN (Dynamic Read Analysis for GENomics) platform. The National Institute on Drug Abuse (NIDA) is seeking information from qualified small business sources to provide a DRAGEN GCP Level 4 Service License. This license will enable NIDA's Neurodegenerative Diseases Research Section to process high-quality genome data from 10,000 patients with neurodegenerative diseases. The DRAGEN platform performs optimized algorithms for alignment, variant calling, and other advanced genomic analyses. The government is conducting market research to determine availability of qualified vendors and acquisition strategy, including potential set-asides. Responses should provide details on company capabilities, personnel qualifications, GSA schedules, and other relevant information. Capability statements are due by 3:00pm ET on July 3, 2024. No award will result from this notice, which is for market research purposes only.

SOURCES SOUGHT NOTICE
1. Solicitation Number: 75N95024Q00391
2. Title: DRAGEN GCP Level 4 Service License
3. Classification Code: 7A21 – IT and Telecom – Business Application
Software (Perpetual License Software)
4. Description:
This is NOT a solicitation for proposals, proposal of abstracts or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses (e.g., 8(a), Veteran-owned small businesses, service-disabled Veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small businesses); and (3) their size classification relative to the North American Industry
Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.
This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for market research and information purposes only. Furthermore, it should be noted that any future solicitations that may be issued as a result of this notice, or in response to this requirement, may be issued using a different solicitation number from the one identified above.
Background: The Neurodegenerative Diseases Research Section (NDRS) is a leading neurogenomics laboratory that specializes in applying modern gene discovery applications to understudied neurodegenerative diseases, such as Lewy body dementia, frontotemporal dementia, and amyotrophic lateral sclerosis. NDRS's success rests on its ability to generate and analyze high-quality genome data from patients suffering from these fatal diseases. The laboratory has already generated genome data from 10,000 people using the Illumina X10 sequencing platform. These raw genome data must be processed on the Illumina DRAGEN platform to be usable for gene discovery analyses.
The Illumina DRAGEN (Dynamic Read Analysis for GENomics) platform is a sophisticated system that analyzes next-generation sequencing data from Illumina sequencers. This versatile platform integrates optimized algorithms to process genomic data with high accuracy. The system is designed to be scalable, so thousands of genomes can be rapidly processed. The DRAGEN platform will perform graph-based alignment of the raw sequence data files to the human reference genome (hg38) and apply highly optimized algorithms for accurate and scalable joint variant calling. These alignment data will then be used for the accurate genome-wide detection of single nucleotide variants, structural variants, copy number variants, repeat expansions, and variants in targeted regions (e.g., HLA locus, GBA locus) using advanced algorithms that are readily incorporated in the DRAGEN platform.
Purpose and Objectives: The purpose of this acquisition is to purchase access to the
Illumina DRAGEN (Dynamic Read Analysis for GENomics) platform. This platform is a proprietary suite of advanced algorithms designed to accurately detect variants in human genome data.
Project requirements: The Contractor shall provide one (1) Illumina DRAGEN GCP
Level 4 Service License with the following specifications:
All deliverables required under this contract shall be packaged, marked, and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract number and Contractor name. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition.
Delivery Date: 3 months after receipt of order
Warranty: One year warranty on all parts electrical and mechanical.
Capability statement /information sought.
Companies that believe they possess the capabilities to provide the required products or services should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor
GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Capability statements must also include the
