This is a Sources Sought Notice (SSN) issued by the Department of Veterans Affairs Network Contracting Office 22 for 2-way radios (NAICS code 334220, Product Service Code 5820). The VA Loma Linda Healthcare System at Jerry L. Pettis Medical Center in Loma Linda, California is the place of performance. Responses must be submitted by June 22, 2026 at 7:00 AM Pacific Time to Contracting Officer Anthony Dela Cruz at anthony.delacruzS@va.gov or 562-766-2284. The notice will be archived 60 days after the response date. This is market research only and does not constitute a solicitation; responses cannot form a binding contract. A formal solicitation will be published later on SAM.gov or NASA SEWP.

The Government is conducting market research to identify potential qualified sources and determine appropriate set-asides. If market research establishes that two or more Veteran-owned businesses certified on the SBA database can fulfill the requirement, the acquisition will be set aside for Veteran-owned businesses. Alternatively, if two or more small business concerns can fulfill the requirement, it will be set aside for small businesses. Interested sources must provide capabilities statements demonstrating compliance with draft salient characteristics, confirm OEM authorization status with supporting documentation, verify Buy American Act conformance, disclose any existing Federal contracts (FSS, GSA, NAC, SAC, NASA SEWP), and address compliance with limitations on subcontracting and the Non-Manufacturer Rule if applicable. No gray market items are acceptable; vendors must be OEM authorized dealers, distributors, or resellers. General pricing information is encouraged for market research purposes only and will not be used for award evaluation.
