FEDERAL BUREAU OF INVESTIGATION
JUSTIFICATION FOR LIMITED
COMPETITION/SIMPLIFIED ACQUISITION
JUSTIFICATION AND APPROVAL FOR
ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the 5.56mm, 62 Grain Shoot House Ammunition listed on DJF-18-1200-556SH-3 is available from only one manufacturer (brand name only), and competition is precluded as there are no substitutes available.
1. This acquisition is restricted to the following manufacturer:
Company: Black Hills Ammunition Company Address: Rapid City, SD
2. The 5.56mm, 62 Grain Shoot House Ammunition is estimated to cost $31,434.00 and is required to be delivered by 9/1/2018.
This is a sole source procurement for 5.56mm, 62 grain Shoot House Ammunition. This round is manufactured by Black Hills Ammunition. This procurement will be for approximately 26,100 rounds, at a total estimated procurement cost of $31,434.00
3. FBI SWAT is currently using the aforementioned round for use in training shoot houses at Quantico and other training facilities across the United States. The shoot houses were originally designed and rated for pistol rounds, and did not include long gun/rifle rounds. The requested ammunition was determined by the FBI’s Ballistic Research Facility to function in FBI firearms correctly, while ensuring minimalized damage to steel within the shoot houses, as opposed to other commercially available options. The FBI’s Ballistic Research Facility is the sole approving unit within the FBI that may approve firearms and ammunition for use in training and service purposes.
The Ballistic Research Facility is currently testing additional rounds to fulfill the shoot house training purpose. However, none have met the two requirements of minimalizing damage to the training structures and ensuring proper function within the firearms. As a result, no other ammunition is being considered for this requirement at this time.
4. Check and fill in all that are applicable:

The current equipment is <insert description of current equipment>, and the new item/service must coordinate, Version 1.0 Page 2 connect, or interface with the existing system by <insert description of how the new item/service must coordinate or interface>.
A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows:

These are "direct replacement" parts/components for existing equipment.
