About this file
This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Federal Acquisition Regulation (FAR) 13.106-1, submitted by the Department of Veterans Affairs, VISN 07, at Charlie Norwood VA Medical Center in Augusta, Georgia. The VA seeks to procure and install 16 receiver antennas capable of remote telemetry for bedside patient monitoring, valued at approximately $250,000 or less. The antennas must integrate seamlessly with the existing hospital telemetric infrastructure and feed signals into tunable receivers that interface with and display ECG and SpO2 data to a central station.
The justification establishes that SpaceLabs Healthcare is the sole source capable of providing this requirement due to the proprietary nature of the existing telemetry system. The antennas require proprietary software, parts, and technical specifications that only SpaceLabs, as the original manufacturer, can provide. Market research confirmed that the existing antennas are authentic SpaceLabs equipment monitored and supported under an existing SpaceLabs support contract, making integration with alternative vendors technically and operationally infeasible. The Contracting Officer has certified the justification as accurate and complete in accordance with FAR 13.106-1(b) and is required to document price reasonableness in accordance with FAR 13.106-3.

Acquisition Plan Action ID:
1. Contracting Activity: Department of Veterans Affairs, VISN 07, 509 Charlie Norwood VA Medical Center. NCO7/RPO East
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The service required is installation of receiver antennas capable of remote telemetry for bedside patient monitoring. The antennas must be able to feed signals into tunable receivers that interface and display ECG and SpO2 data to a central station. The estimated amount for 16 antennas to be installed is valued at
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
There is a limited availability to one source for the antenna installation due to the need for expansion and seamless integration with the existing hospital telemetric infrastructure. The installation and configuration of these antennas require use of proprietary software and parts that can only be provided by Spacelabs. Existing antennas use authentic Spacelabs parts and are also monitored and supported by them through a support contract.
4. Description of market research conducted and results or statement why it was not conducted:
A review of the existing remote telemetry system was conducted, and it was determined that Spacelabs Healthcare is the only vendor used for this type of patient monitoring equipment. Spacelabs use a proprietary system, which includes access to parts, software, and other related components for this system that only they can provide as the original manufacturer. No other vendor can provide the integration, technical specifications, or compatibility to the existing system that these antennas will be added to.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
