Single Source Justification (Simplified Acquisition)

Page 1 of 1Updated: 9 Jun 16

Section A: General Contract Information

Contracting Activity: AFTC/PZIOC

Project/Program Name: EOD Kraft Predator Manipulator Repair

Purchase Request/Identification Number:

Estimated Contract Cost (including Options): NTE $25,000.00

Section B: Description of the Supplies/Services Required

The 96th Test Wing's All-purpose Remote Transport System (ARTS) robotic platform utilizes Kraft Predator Manipulators in order to conduct Explosive Ordnance Disposal (EOD) tasks. The electronic systems for the current manipulators have failed with no spare parts or suitable substitutes on hand. Repair services, to include replacement parts, are required to bring the ARTS robotic platform back to a serviceable working condition. Existing components that are determined to be in working condition upon inspection are intended to be re-utilized in an effort to reduce the total cost of this requirement. A historical requirement to repair the Government owned Predator System may be referenced in contract FA2823-13-P-4006.

Section C: Justification for Soliciting from a Single Source or Brand Name

41 U.S.C. 1901(e)(2), as implemented by FAR 13.501(a).

The existing Government owned Kraft Predator Manipulators, valued at $305,000.00, is a robotic system that is proprietary to Kraft TeleRobitics Inc. As such, Kraft TeleRobitics Inc. is the only company capable of maintaining the equipment with the factors of component availability and compatibility taken into consideration. An award to any company other than Kraft TeleRobitics Inc. would result in an increased risk to the Government and further compromise the functionality of the Government owned Predator manipulator system as a whole. Additionally, such action may be unlawful as it may compromise Kraft TeleRobitics, Inc's intellectual properties.

Section D: Efforts to Obtain Competition

With the Kraft TeleRobitics Inc. Predator system remaining a proprietary system to Kraft TeleRobitics Inc., the Government will not be able to obtain competition for its maintenance and upkeep. A recent survey of this market, through a sources sought notice for a recent, requirement for a new EOD Robotics Platform (FA2823-17-R-4017), has determined that there is very little competition available. This sources sought has also led to the conclusion that repairs to a robotics system of this type, will result in proprietary repairs to the system regardless of the manufacturer. This conclusion can further be validated based from the estimates and market research conducted from notice FA2823-17-R-4017.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

As the existing Government owned All-purpose Remote Transport System (ARTS) robotic platform and Predator Manipulator system become outdated, they will eventually become replaced. At which time, the market will be surveyed for viable commercial item replacements to increase the opportunity for competition through the acquisition of a new system. The competitive market will also need to be taken into account for multiple vendors capable of repairing a system prior to acquiring a new one.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
