About this file

This document is a sole source justification for the procurement of a maintenance support workstation and related software from DXN TEKnologies. The workstation and proprietary software are required to interface with obsolete seismic monitoring equipment from Science Horizon Inc. and return it to factory specifications during refurbishment. Only DXN TEKnologies retains the expertise and ability to produce software compatible with the outdated equipment formats and protocols. Extensive retraining costs would be incurred if an alternative provider was sought. The ten-year replacement schedule for the seismic equipment and longer lifespan of the workstation support the designation of DXN TEKnologies as the sole source for this one-time purchase by the Department of the Air Force Air Combat Command.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The purpose of this purchase request is to obtain a Maintenance Support Workstation to enhance test and repair capabilities. The workstation will be used with obsolete Science Horizon equipment to return the equipment to factory specifications. The workstation does require an array certification which can only be provided through DXN TEKnologies between outdated and new technologies.

One-of-a-kind seismic workstation software is currently available from DXN TEKnologies. The original workstation manufacturer, Science Horizon Inc. (SHI), produced seismic equipment for 20 years before going out of business. This is the only manufacturer who is capable of producing obsolete workstation software which uses obsolete ADCPP formatting. No other workstation software will interface with the SHI equipment.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The seismic equipment is currently obsolete and is being replaced on a ten year time frame. Known vendors no longer offer the Maintenance Support Workstation needed to provide continuity between old and new systems. The life expectancy of the Maintenance Support Workstation Software exceeds the ten year replacement schedule, and only one workstation software suite is required to be used with one testbed. This will be a onetime purchase to meet the needs of a transitioning system.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The contracting officer has determined that the anticipated cost to the government will be fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The original seismic equipment and its formatting are obsolete. The goal of this acquisition is to purchase workstation software to interface with the obsolete equipment, thus the scope of the Market Research performed was limited in nature. Only manufacturers and vendors with specific knowledge of Science Horizon's equipment and protocols were assessed; however, no other manufacturer/vendor other than DXN TEKnologies was found to still provide such continuity of service.

Only DXN TEKnologies still exhibited the knowledge and capability to manufacture the workstation software to interface with the seismic equipment. The manufacturer of this software, DXN TEKnologies, does not have a distribution center or vendors that distribute their equipment. Likewise, no authorized repair center exists that may work on this equipment.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The purchase of the workstation software will be used to enhance our current ability to refurbish

Our technicians have expended significant man-hours learning and working with Science Horizon equipment. Additionally all of the technical documentation and technician training has been established. If another manufacturer of Science Horizon compatible workstation software is found, retraining would need to take place, and the cost to the government to regenerate the documentation, requirements, and training would exceed any cost savings for maintaining equipment past its lifecycle in preparation for refresh.

X. List of any sources that expressed, in writing, an interest in the acquisition.

See Sections VI and VIII and IX above.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The nature of the product and life-span of the equipment preclude any further steps to increase competition at this time. The obsolete seismic equipment is currently being replaced on a ten year timeframe. The life expectancy of the Maintenance Support Workstation exceeds the ten year replacement schedule. Only one workstation is required to be used with one testbed.

This will be a onetime purchase to meet the needs of a transitioning system.
