Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:__36C249-22-AP-3183________

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 9, located at 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN 37129, in support of VISN 9, James H. Quillen VA Medical Center at Corner of Lamont and Veterans Way, Mountain Home, TN 37684.

2237 No. 621-22-3-091-0430

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Omnicell IVX Workflow, IVXCLOUD License for base year plus 4 option years, and maintenance for 4 option years after the base year. The total contract value is estimated at

Base Year: 9/23/2022 - 9/22/2023 Option Year 1: 9/23/2023 - 9/22/2024 Option Year 2: 9/23/2024 – 9/22/2025 Option Year 3: 9/23/2025 – 9/22/2026 Option Year 4: 9/23/2026 – 9/22/2027

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Omnicell IVX Workflow system is already in use at the facility. This is a request to purchase an additional IVX Workflow, IVXCloud License 5-year subscription, and maintenance for the 4 years after the base year. A maintenance plan is included to service as needed after the base year, during which a 1 year warranty covers any maintenance and service.

Using the IVX workflow, pharmacists input the requirements for each IV for each veteran patient.

Then pharmacy technicians use the technology to walk them step-by-step through the process of compounding each IV for each veteran patient. The technology must be compatible in all aspects with existing systems presently installed. Omnicell is the only vendor able to supply the IV workflow technology that will communicated directly with Simplifi 797 software, which is currently used throughout VISN 9. No other technology would interface with the current system and would require the purchase of additional items, such as printers and barcode readers, to go with it. Furthermore, it would require additional training of the pharmacists and the pharmacy technicians at additional cost to the government. Different processes, which would be inevitable with different systems, would also increase the possibility for human error, which is unacceptable for the proper medicines to be administered to veteran patients. The Original Equipment Manufacturer (OEM), Omnicell, Inc., has confirmed that there are no authorized distributors for this equipment, license, and maintenance.

Omnicell, Inc., is a large business; thus, the VA Rule of Two cannot be met.
