About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document) dated March 2026, supporting a sole source award to Hexagon Metrology Intelligence, Inc. (CAGE 1WUK4).

The Air Force Special Operations Command (AFSC), through the Maintenance Contracting Branch (AFSC/PZIMA) at Tinker Air Force Base, is approving a purchase order on a sole source basis for precision laser measurement equipment. The required supplies include six Leica AT-960 Trackers, one Leica AT-800 Tracker, and one Hexagon 7-axis Absolute Arm with accessories, with a delivery requirement of 120 days after receipt of order (ARO). The equipment will be used by the REACT office and shop to scan fixtures and aircraft assemblies for calibration, repair, and first article checks, supporting Navy E6, KC-135, B-1, B-2, and E-3 aircraft. The justification cites 10 U.S.C. 3204(a)(1) as the statutory authority, asserting that Hexagon is the only responsible source capable of providing these products. The rationale emphasizes that the Leica Absolute Tracker AT960-XR uses proprietary Absolute Distance Meter (ADM) and Interferometer Distance Meter (IDM) technologies with proprietary accessories and Spatial Analyzer software that operate as an integrated system; transitioning to alternative laser tracker systems would require personnel retraining (40 additional hours per operator), recalibration of existing equipment, potential operational disruptions, fixture data incompatibility, and cost inefficiencies. Market research confirmed Hexagon is the OEM and sole provider of these specific trackers, with the equipment also available under GSA contract 47QSMS24D008A. No actions are planned to overcome barriers to competition, though the agency will request Hexagon consider authorizing additional resellers.

Department of the Air Force: Justification for Other Than Full and Open Competition

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: Department of the Air force, AFSC Contracting Activity: Maintenance Contracting Branch (AFSC/PZIMA)

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This document approves the award of a purchase order on a sole source basis to Hexagon Metrology Intelligence, Inc. (CAGE 1WUK4) for The Leica Laser XLR Trackers in support of the shop. This justification is made on an individual basis.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

This supply buy is a commercial, off-the-shelf. The requested supplies are (6) Leica Laser AT-960 Trackers, (1) Leica AT-800 Tracker, and (1) Hexagon 7-axis Absolute Arm with accessories as described in the SOW. The Leica Laser XLR Trackers and associated accessories are used to scan fixtures and aircraft assemblies in order for the shop to calibrate and repair those items. REACT uses the laser trackers for fixture calibration, first article checks, and part scanning.

There are currently similar trackers used in the shop with of those trackers needing replacement. The requested trackers are an advancement over the current technology used at Tinker AFB. The current medium range trackers have a 3D measurement volume of up to 40 meters (131 feet) in diameter. The longer range trackers have 3D measurement volume of up to 160 meters (525 feet) in diameter. The new trackers will add much needed precision in point cloud data scanning over a longer distance. The shop supports several Navy E6 aircraft assemblies, KC-135, B-1, B-2 and E3 that require provided by the Leica Laser XR Trackers.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

The Leica Absolute Tracker AT960-XR is a high-speed measurement system that uses Absolute Distance Meter (ADM) and Interferometer Distance Meter (IDM) technologies to scan and captures dimensional data of objects and assemblies. This data is transferred and computed on a laptop computer and managed by Spatial Analyzer software. The subject equipment also comes packaged with several proprietary accessories such as the T-Probe and AS-1 scanner. All the previously mentioned items work as a system to accomplish the dimensional measurements required by the shop and the REACT office. Hexagon Metrology Intelligence is the original equipment manufacturer (OEM) of the required products. Based on market research, Hexagon is the only source that offers the subject products.

Department of the Air Force: Justification for Other Than Full and Open Competition

The shop currently uses Leica Laser Trackers to scan and calibrate fixtures and aircraft assemblies at Tinker AFB. The include E3, KC-135, B1, and B2. Replacing the older trackers with new Leica XR trackers will ensure that the standardization is applied to all lasers. This will reduce training time and costs associated. The accessories will also be interchangeable across all systems. An analysis was performed that shows approximately is needed to replace the tooling across the existing systems.

Market analysis was accomplished by subject matter experts (SME) to gather practical knowledge and experience in current market and industry trends as well as to understand vendor capabilities relative to the requirement. The analysis was conducted using vendor website searches. Commercially available capabilities lists were gathered and reviewed.

In-line distance measurements along with horizontal scale bar measurements were compared. ADM and IDM capabilities were analyzed and compared.

The following companies were deemed technically capable, however due to the need for standardization and interoperability of accessories and software, Hexagon was chosen.

While other laser trackers are available, transitioning to a different system would necessitate retraining of personnel, recalibration of existing equipment and processes, and potentially lead to

. Additionally, the set-up time would take twice as long if two different systems were used as the accessories and software would differ. Training would take an additional 40 hours for operators to learn. There are currently operators in the shop as well as engineers inside REACT, at a shop rate of the cost to the shop would amount to .

Additionally, the shop has a list of reoccurring fixtures that require an annual calibration. Each fixture has a library of precise measurement data that are used to compare with the new data. Using an entirely different brand of measurement systems will cause mismatching and nonstandard information that would not allow the operators to accurately compare the previous data in order to calibrate the fixtures. This will as each fixture requires specific tolerances. Once an aircraft assembly is installed on a calibrated fixture, it is then calibrated and repaired with the fixture's newly calibrated specifications. As such, the assembly will assume the fixture's tolerances. Incorrect tolerances .

The costs and disruptions associated with such a transition outweigh the benefits.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Market Research was conducted, in accordance with FAR Part 10, by direct communication with the OEM, performing Internet searches, and searching DoD required sources. A search of GSA Advantage shows that Leica Absolute Tracker AT960-XR is offered under contract number 47QSMS24D008A. 76 CMXG/MXDEK received an OEM email from Hexagon on 28 March 2025 which confirmed that the company is the OEM and sole provider of Leica AT960-XR trackers. Leica Geosystems is a subsidiary of Hexagon. Hexagon is the OEM and sole provider outside of GSA. In addition, Hexagon is the only company that con provide precise ADM (Absolute Distance Meter) and IFM (Interferometer) over 2-80m distances.

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

N/A

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

Currently, there are no actions planned for the agency to remove or overcome barriers to decrease the use of Leica Laser Tracker Systems. 76CMXG/MXDER will continue to request that Hexagon consider authoring additional resellers.
