SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
1. The Data Management and Field Operations Services listed on is available from only one source and competition is precluded for reasons indicated below. There are no substitutes available.
2. This acquisition is restricted to the following source:
Manufacturer/Service Provider:
Costal Data Information Program (CDIP) Manufacturer/Service Provider POC and Phone Number:
James Behrens, PhD (858) 534-3034 Manufacturer/Service Provider Address:
Isaacs Hall, Suite 100, UCSD 8875 Biological Grade La Jolla, CA 92093
Manufacturer’s/Service Provider’s Dealer/Representative:
James Behrens, PhD
Dealer/Representative Address and Phone Number:
Isaacs Hall, Suite 100, UCSD 8875 Biological Grade La Jolla, CA 92093
(858) 534-3032
3. Description of the Data Management and Field Operations Services required, the estimated cost, and required delivery date.
Data Management: CDIP will integrate the buoy data into all of their telemetry, processing, quality control, and dissemination pathways. New real-time data will be available within seconds of each data call. Data will be archived and available via all CDIP data products. CDIP will advise whenever quality control checks turn up any problems, and will notify us immediately in case of a mooring failure or gauge failure. CDIP will provide periodic calibration checks of the buoy sensor systems at their facility on Scripps campus. CDIP will advise on mooring design, assembly, and field operations as needed.
Field Operations: CDIP will source, assemble, deploy, maintain, and recover moorings, and operate all field missions to the buoy station, ostensibly with their trailer-able dedicated operations vessel. CDIP staff are certified for scientific diving. CDIP will refurbish, repaint, etc., buoys between deployments.
4. Specific characteristics of the Data Management and Field Operations Services that limit the availability to a sole source e.g., unique features, function of the item, etc. Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
a. CDIP is operated by the Ocean Engineering Research Group of the Integrative Oceanography
Division at Scripps Institution of Oceanography. They were established in 1975 largely in response to a call for the development of a nearshore wave climatology for the United States which would allow coastal engineers and planners to make more rational design decisions. They are the only organization that provides this service.
b. CDIP is an extensive network for monitoring waves and beaches along the coastlines of the United States. The program has produced a vast database of publicly-accessible environmental data for use by coastal engineers and planners, scientists, mariners, marine enthusiasts, and Naval and Marine forces. CDIP collects, processes, disseminates, and stores wave information from over 100 locations in the western hemisphere. Their data and products are available on the web in near real-time and provides Marine operating forces and AVTB with critical sea state information for go/no-go decisions.
c. Impact on the project if the sole source approval is denied.
Since CDIP is the only program that provides this service, denial of this request could leave the coast of Camp Pendleton without a near shore wave buoy to monitor and forecast the sea state.
Operations at Red Beach would be conducted at higher risk due to lack of sea state data in the proximity of amphibious landings and open ocean transfers.
d. The requested product or service is available only from:
Coastal Data Information Program Scripps Institution of Oceanography University of California, San Diego
5. Check and fill in all that are applicable:
The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:
A patent, copyright, or proprietary data limits competition. The proprietary data are described as follows:
These are “direct replacement” parts/components for existing equipment.
Other information to support a sole-source buy:
CDIP is the only comprehensive network that monitors waves and coastal conditions in the United States. The program has archived an extensive database of environmental data that is publicly available and is used by AVTB to forecast estimated sea states and surf conditions for test planning purposes. Additionally, the near real-time availability of CDIP's data and products on the web is particularly advantageous as it offers Marine operating forces and AVTB with essential sea state information that is critical for making go/no-go decisions.
CERTIFICATION
I certify that statements checked and information provided above are complete and correct to the best of my knowledge. I understand that the processing of this Sole-Source Justification precludes the use of full and open competition.
