B-2 Description of Services

B-2.1 Introduction/Background

The Social Security Administration’s (SSA) Office of Facilities and Supply Management (OFSM) maintains a database of SSA facilities worldwide throughout the building life cycle or for the full term of a lease agreement. The current Agency building information database consists of over 1664 facilities worldwide. The Agency maintains its facility information in electronic format utilizing various Autodesk( software applications for Architectural/ Engineering (A/E) design and renovation projects. OFSM has an initiative to develop situational awareness for activities and events that could affect operations at SSA.

SSA purchased ESRI Geographic Information System (GIS) ArcEditor Desktop applications and ArcGIS Server platforms in FY07 and began a Proof of Concept (POC) pilot project in 2008 to determine the feasibility of developing a scalable enterprise GIS platform for the Agency. The OFSM GIS pilot ended in December 2009 with the POC application operational in the SSA Windows Development Facility (WDF) test labs at SSA HQ. The pilot application is internet browser based the ESRI ArcGIS Server 9.3.1 platform and Adobe Flex API (Application Program Interface).

In 2010, SSA continued development of the intranet based POC pilot with changes. The viewer changed from the Adobe Flex to Microsoft Silver Light API that displays a map of SSA’s facility locations nationwide. The OFSM Security Oversight Command and Control System (SOCCS) GIS application platform is now operational in the Agency Information Technology (IT) production environment at SSA headquarters in Baltimore, MD. The SOCCS platform utilizes services designed to SSA support emergency responders and incident management. SSA will continue development for the current application platform by adding new functionality and data sources to the SOCCS application.

In 2011, SSA built a hardware/software platform to support GIS in the Agency’s IT environment to facilitate an enterprise GIS solution. The SOCCS application finished its initial development cycle and now resides in the Agency Windows Production Environment (WPE). OFSM SOCCS platform is the first GIS application in the Agency IT production environment.

SSA Office of Security and Emergency Preparedness (OSEP) requires continued contractor services for GIS development supporting emergency management at SSA headquarters. SSA plans to expand the current SOCCS into a dual role capability to integrate 1) emergency management; and 2) security oversight functions.

SSA owns ESRI ArcGIS Server Advanced Enterprise version 10 platforms and will utilize Homeland Security Infrastructure Program Gold (HSIP) 2012 data for this requirement. All enhancements will require extensive testing through SSA IT lifecycle stages: development, validation, integration, and production. The Contractor may script for manual confirmation installations in the Agency development environment during the first 6 months on contract performance. The Contractor must script all subsequent installations for automated unmanned installation into the Agency development environment, and configuration through validation, integration, and production lifecycles. The focus of this development cycle will be to complete all areas necessary for emergency management, disaster planning, and begin development for security oversight and apply necessary fixes for known deficiencies of the SOCCS application.

B-2.2 Scope of Work

SSA requires contractor services to assist with the development the API for user tools that support the continued evolvement of the SOCCS application and supporting geospatial infrastructure. The development will support an enterprise viewer-based GIS application that represents Agency locations worldwide utilizing SSA in-house data and external data. The basic GIS infrastructure must ensure full user control to publish various forms of map data content and reports using ESRI mxd and Google kmz data sources. SSA anticipates that Agency Intranet and Public Internet will utilize GIS.

The contractor must:

· Fix all performance problems identified by SSA;

· Provide production system Operations & Maintenance (O&M) enhanced performance analysis to ensure system stability for peak loads

· Provide application documentation of the enhanced GIS system development

· Create geospatial products as required to support natural, man-made threats, and other analytics. This includes enhancing the Incident Management tool to include feature class buffer such as NOAA storm path shape files, and/or SSA feature class polygons

· Provide surge support to support response to events impacting SSA Operations

B-2.3 Functional Area 1: GIS Functionality Corrections & Enhancements The contractor must correct all problems/enhance system functionality within the SSA GIS solution, as documented in section within this section.

The contractor must add system functionalities and correct existing issues outlined below:

(a) Pilot Identified Validation Findings/Requirements As part of the POC and pilot of SSA’s GIS project, users reported numerous functional problems that require correction. The contractor must correct all problems identified below:

· Issue 1: System loads data slower when applying new map services and will need to improve speed by a minimum of 25% above current configuration. No later than 15 days after receipt of an order to resolve Issue 1, the contractor must baseline system performance and provide that baseline and basis for determining the baseline to the COTR. Upon resolution of Issue 1, the contractor must provide a revised baseline demonstrating system speed increase using the same basis for determining the original baseline.

· Issue 2: Displaying of properties using the ID command tool (i.e. double clicking on SSA office icons) is intermittent after turning on new data layer. Properties should always show after using the ID command tool after turning on new data layer.

· Issue 3: Revise format of the ID command to show Office Code, Office Type, Physical Address, Office Manager, Email & Phone #, Fulltime Employee count, and Handicapped Employee count in the bubble that pops up when a user selects an office.

· Issue 4: Zoom command intermittent after turning on new data layer. Zoom command should always zoom when initiated.

· Issue 5: Mouse scroll wheel zooms/jumps too many elevation levels; should jump one per scroll wheel click.

· Issue 6: Print command will not retain paper property settings for large prints; application does not use properties from page layout command.

· Issue 7: Map Object selection slow or intermittent. Map Object selection should always work and select instantly.

· Issue 8: HSIP associated data intermittent display using ID. HSIP associated data should always display when using ID.

· Issue 9: Data should only load what user requested information at time of request to improve map load speed. Currently more map data layers are loading then requested

· Issue 10: Shake Map (USGS earthquake data feed) does not toggle off when user deselects Shake Map data feed button from pull-down menu.

· Issue 11: USGS earthquake data feed does not display the complete attributes available from USGS for each seismic alert. enough information on data tag (i.e. Office Code, Office Type, Physical Address, Office Manager, Email & Phone #, Fulltime Employee count, and Handicapped Employee count). In addition, the date and time signature of event are missing.

· Issue 12: Dataset layers freeze after a user enables USGS earthquake data feeds.

· Issue 13: Incident Management tool is a reporting widget used to document events on the SilverLight API by using placeable icons on the web map and a buffer tool to capture SSA offices within a set range from a selected incident icon placed by the user. Office of Emergency Preparedness (OEP) testers were unable to generate incident management reporting when logging in using SSA credentials.

· Issue 14: The pan feature becomes intermittent after plotting a couple incidents.

· Issue 15: SSA requires animated weather feed mosaic to give a better indication of weather direction, Real Time Weather widget map layer

· Several commands and utilities were supposed to be activated from initial SSA GIS pilot are not currently available, including Drive time utility and HAZMAT utility.

For Issue 16, the contractor must create, implement, and activate a Drive-time utility. The Drive-time utility must allow a user to determine the driving time from one location selected to another location. For example, the user must be able to select his/her office and determine the estimated driving time to his/her house based upon actual traffic conditions.

For Issue 17, the contractor must create, implement, and activate a HAZMAT utility. The HAZMAT utility must allow the user to select a HAZMAT from a pre-loaded list using wind speed/direction and chemical make-up of the selected HAZMAT material to show a plume or contamination area map layer

· Issue 18: Develop enhancements for SSA National Incident Command System in accordance with HSPD-5, including proximity alerting capability for major incidents occurring within a 1000’ radius to any SSA office locations.

· Issue 19: Install HSIP GOLD 2011-12 Data using XML scripting

· Issue 20: Optimize HSIP datasets for bandwidth conservation, by loading only requested HSIP data layers (system currently loads entire dataset on startup)

· Issue 21: Browser window when maximized prevents Incident Management and other layers from loading.

· Issue 22: Revise map printing command for users by remove scale and tile functions.

· Issue 23: Refine scripting for development thru production environments, & management workflows using SSA Control M update utilities.

· Issue 24: Create Python scripts for use with batch: map source change, map publishing, map restarting and map service creation from existing MXD file

· Issue 25: Add three basemap choices to existing SOCCS application, with one basemap available offline (i.e. no internet/intranet connection available).

· Issue 26: SOCCS Graphical User Interface (GUI) layout to be reconfigured refining viewer icons and layout to maximize map size, reduce tool, and button space by 30%.

· Issue 27: Develop DOT, CHART, and other local camera feeds layer that a user may view within the SOCCS.

· Issue 28: Develop a buffer tool using spatial location processing from any loaded layer to generate reports which can be exported to Excel. This tool should have the ability to buffer from a user-defined distance.

After receipt of a Task Order authorizing resolution of any issue(s), the contractor must resolve that issue(s) within 90-days. Should SSA issue an order for more than five issue resolutions under a single Task Order, the Contracting Officer may allow the contractor additional time to complete work based upon the number of issue resolutions ordered over five.

During the course of performance, SSA may identify other GIS issues or features that it may require the contractor to correct. Upon discovery of these issues or features, the Government will adhere to Task Order procedures in correction of these issues/features, providing the contractor with the ability to submit a proposal based upon the fixed price labor rates established in the contract. For new issues or features, SSA and the contractor will mutually agree to a timeframe to complete changes.

The contractor must support the SSA lifecycle to share products within the SOCCS application or as web-services via the SSA GIS application, systems integration efforts, etc. The COTR will notify the contractor no less than 10 business days in advance for training exercises; however, the contractor must be on-site within 2 hours of notification from the COTR during an emergency event. The COTR will designate the onsite location for these disaster exercises/events at SSA Continuity of Operations (COOP) locations at SSA headquarters or SSA COOP site (Mt Weather, VA).

Any Task Order issued for this support will indicate the number of Surge and Exercise events covered. SSA will reimburse the contractor on a per event basis. The contractor it will receive reimbursement for Surge and Exercise support only when:

· Within the number of events authorized in the Task Order; or

· Directed in writing by the Contracting Officer, are at no additional cost to the Government.

Surge and Exercise Support tasks include:

· Production of geospatial data gathered during emergency events;

· Software development of tools for use during emergency events, as necessary.

The COTR will direct the contractor for which data to collect or tools to develop during the emergency event.

B-2.6 Travel

SSA anticipates that the contractor must travel during the course of performance at least 50 miles outside of SSA headquarters in Baltimore, MD. In Contract Year 1 and 2, the contractor should anticipate these travel requirements at least three times per contract year. For Contract Year 3, the contractor should anticipate these travel requirements at least six times per contract year. SSA anticipates travel will not exceed one-week in duration per occasion, with destinations including the Second Support Center in Durham, NC; and SSA Regional Offices located in Atlanta, GA and Dallas, TX. SSA will not reimburse the contractor for travel within these parameters. For travel outside of these parameters, SSA will authorize travel on a Task Order-basis as a firm-fixed price.

B.2.7 Testing and Acceptance After creating system enhancements or fixes under Functional Area 1, the contractor must conduct system testing prior to delivery to SSA to ensure the SSA GIS enterprise installation, configuration, and selected API user interfaces are defect free. The contractor must submit a project data architecture plan (i.e. and outline or map of how changes to the GIS software will impact the current SSA software environment), and present to SSA 30 days prior to delivery of software to ensure the project follows the standard SSA Windows Production Environment (WPE) life cycle: Development, Validation, Integration, and Production.

(a) Development Environment

The contractor must assist SSA personnel in the installation and configuration of software changes/features in SSA development environment. The contractor, with the assistance of SSA personnel, will conduct unit testing of the software.
