About this file

This Performance Work Statement (PWS) outlines requirements for technical training student transportation services for the United States Air Force School of Aerospace Medicine (USAFSAM) and 342nd Training Squadron (342nd TRS) at Wright-Patterson AFB. The contractor must provide transportation for Non-Prior Service Technical Training students (Airmen-in-Training) from Dayton International Airport to dormitory building 1243 on WPAFB Area A, with service beginning December 13, 2024 for a 60-month period.

The services support three training programs with varying class sizes throughout the fiscal year: Bioenvironmental Engineering Apprentice Course (5 classes/year, max 50 students), Public Health Apprentice Course (4 classes/year, max 50 students), and Aerospace Physiology Apprentice Course (4 classes/year, max 50 students). The contractor must accommodate students' baggage (one large duffle bag, one personal luggage, one small personal item) and provide appropriate vehicles based on group size. Service scheduling requires flexibility due to Basic Military Training shipping schedules, with final travel details typically confirmed one day prior. Each airport run requires at least one Military Training Leader to accompany the driver, who must remain with the vehicle throughout pickups.

PERFORMANCE WORK STATEMENT (PWS)

FOR

TECHNICAL TRAINING STUDENT TRANSPORTATION SERVICE

United States Air Force School of Aerospace Medicine 342nd Training Squadron

13 December 2024

BACKGROUND: The United States Air Force School of Aerospace Medicine and the 342nd Training Squadron (TRS) have requirements for transportation of Non-Prior Service (NPS) Technical Training students, also known as Airmen-In-Training (AiT). Transportation service includes pickup of AiTs from the Dayton International Airport and drop-off at student dormitory building 1243, located on WPAFB Area A. This service is required to meet the USAFSAM and 342nd TRS missions in support of newly enlisted members who will be arriving from Basic Military Training or other initial skills military training setting where they have no personal means of transportation and are not authorized by their orders to travel individually.

USAFSAM offers two courses each Fiscal Year and course attendance varies by Basic Military Training (BMT) shipping. Maximum AiTs per course is:

· Bioenvironmental Engineering Apprentice Course

· Max 50 students

· Five classes per FY (Jan, Feb, Apr, Jun, Aug)

· Public Health Apprentice Course

· Max 50 students

· Four classes per FY (Jan, Mar, Jun, Aug)

The 342 TRS offers four courses each Fiscal Year and course attendance varies by graduation/wash-out rate from the Aircrew Fundamentals course located at JBSA Lackland, TX. Maximum AiTs per course is:

· Aerospace Physiology Apprentice Course

· Max 50 Students

· Four classes per FY (Oct, Jan, Mar, May)

DESCRIPTION OF SERVICES: The contractor shall provide transportation with appropriate vehicle based on number of students and associated staff to be transported to the dormitory facility, building 1243. Contractor should factor in the number and size of passenger baggage, as the students will be arriving to the Dayton area with one large green duffle bag, one personal luggage and one small personal item (backpack, smaller duffle, laptop bag, etc.). Contractor shall provide all management, equipment, and labor necessary to provide the transportation services for students between the Dayton International Airport (DAY) and the student dormitory, building 1243.

The period of performance is 60 months, unless extended in accordance with the terms of the contract. Overall requirements are approximated in the table below:

Airport Pickups:

Airport pick up occurs in conjunction with BMT Shipping and/or graduation of the Aircrew Fundamentals course. The BMT Shipping section releases their tentative shipping list to all Military Training Flights each Thursday (day prior to travel), with the final listing released on Friday morning (day of travel/shipping). The number of students arriving for the 342 TRS will be dependent on the final total of graduating NPS students requiring travel to WPAFB. External factors and delays should be accounted for, as travel delays and holdovers are frequent and may push initial requested dates into the weekends. Based on selected vehicle, number of students, and volume of backage, airport runs will start and end at the student dormitory and may entail multiple back-and-forth trips. Student count for each run will vary. Driver will be accompanied by no less than one Military Training Leader (MTL) who will be picked up at the student dormitory building 1243. The driver will not be required to leave the vehicle, will park/remain with the vehicle while waiting for students/MTLs at the airport. Service timeframes and tentative schedule will be relayed to the company 10 business days in advance but will require flexibility and minor hourly adjustments due to flight delays and the delivery of the finalized BMT Shipping projection on the day of departure. Vehicle/driver will be available ad-hoc during agreed upon hours and will not leave at the conclusion of the day until cleared to leave by MTLs.

In the event of delays to student(s) arrival due to unforeseen circumstances, the commencement of services shall be rescheduled in good faith by both parties.
