About this file
This document is a Sole Source Procurement Notification from the Arizona Department of Economic Security (ADES) for a Civil Legal Aid procurement. The sole source request involves the Arizona Foundation for Legal Services and Education (AZFLSE), which is being identified as the single statewide entity to provide these services. The procurement is being conducted under Arizona Revised Statutes and Administrative Code guidelines for sole source procurement.
The contract will provide statewide Civil Legal Aid to low-income Arizonans for Federal Fiscal Years 2025 and 2026, with an estimated contract value of $3,000,000. Services will include legal representation, advice, self-help clinics, document preparation, court procedure guidance, referrals, and safety planning. AZFLSE will partner with three free legal service entities recommended by the Arizona Bar Foundation and is required to provide services across Arizona, including rural, border, and Tribal communities. The services must be culturally relevant, linguistically appropriate, and aim to maximize volunteer attorney participation while addressing civil legal needs of low-income populations.

ADES is seeking to partner with The Arizona Foundation for Legal Services and Education (AZFLSE) as they have helped to establish and support a statewide network of trained civil legal professionals, which includes licensed lawyers, paralegals, lay legal advocates, volunteer lawyers, and law school students.
AZFLSE currently partners with the three (3) entities recommended by the Arizona Bar Foundation to provide free legal services statewide. The three (3) free legal service entities are: Community Legal Services, DNA People’s Legal Services, and Southern Arizona Legal Services (see https://azcourthelp.org/home/legal-aid-resources).
AZFLSE is a well established authority with the mission of promoting access to justice for Arizonans. They have the expertise, the infrastructure to provide the services across Arizona and through their current partnership has the ability to provide services. Therefore, it is in the best interest of the State to enter into a direct contract with AzFLSE as they continue to be the only statewide entity.
Text12: ADES issued a Sole Source Procurement Notification, BPM007175 on September 9, 2025 to registered vendors with an invite to comment on the sole source request for three (3) calendar days. AZFLSE was the only organization to respond to the Procurement Notification. Based on these findings of the Sole Source Procurement Notification, ADES determined that a direct contract with AZFLSE will be established.
Pricing for these services will be an hourly rate and a negotiation plan will be developed to ensure the price is fair and reasonable.
