About this file

This document is a Sole Source (Including Brand Name) Justification for the simplified procedures for certain commercial items. The Air Force Reserve Command (AFRC) has adopted the Advantor Intrusion Detection System (IDS) as the standard system through a previously awarded competitive process. Building 7087 (Flight Simulator Enclosure) is in need of an Advantor IDS system, which is a proprietary system requiring purchase directly from Advantor sole source. The justification cites the need to standardize IDS equipment and facilitate centralized monitoring of alarms. The anticipated cost to the government will be fair and reasonable based on comparison with existing contract prices. The requirement will be awarded as a sole source contract under FAR 6.302-1 to Advantor, as they are the only responsible source and their proprietary system cannot be replaced with other products.

New requirement which will be sole source/brand name purchase. In an effort to standardize IDS equipment and to facilitate centralized monitoring of alarms, Air Force Reserve Command (AFRC) adopted the Advantor IDS as the standard system through a previously awarded competitive process. Building 7087 (Flight Simulator Enclosure) is currently in need of an Advantor IDS system. Because this system is proprietary in nature, we are required to purchase the services outlined in this requirement directly from Advantor sole source.

According to DoDM 5100.76_DAFMAN31-101v2 Each magazine and/or structure storing SRC I and II AA&E, shall be equipped with an intrusion detection system (exceptions are storage areas that are continuously manned or under constant surveillance to detect unauthorized entry).

The contractor Advantor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform the installation of an intrusion detection system in Bldg. 7087 Flight Simulator Enclosure. This is an AMC directed installation of an intrusion detection system required to upgrade the simulator to MAF/DMO specifications for training.

10 USC 2304 (c) (1) FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements because Advantor is a proprietary system.

a.) Background: To standardize IDS equipment and to facilitate centralized monitoring of alarms, Air Force Reserve Command (AFRC) adopted the Advantor IDS as the standard system through a previously awarded competitive process. Building 7087 (Flight Simulator Enclosure) is currently in need of an Advantor IDS system.

Because the existing IDS is a proprietary system, this requires the installation of Advantor Parts by Advantor technicians.

b.) Justification: Noncompetitive procurement of these components is necessary since only one responsible source exists at this time. These proprietary components can only be obtained through Advantor and can only be installed by an Advantor licensed technician. Non-Advantor parts are not allowed to be connected to an Advantor system. The Advantor software does not have open architecture and the proprietary source code will not be released. In order to accommodate the customer's standardization goal for training, maintenance and security purposes, and to ensure complete compatibility and interoperability with the centralized monitoring station equipment, and the existing equipment no other products shall be used.

c.) Impact: Failure to acquire and install these components will not allow the IDS located at buildings 8843 & 2875 to be operational which poses a significant risk to the health and safety of individuals and reduces the

Based on the reasons stated in section V, no other efforts were made.

I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable based on comparison with existing contract prices and/or established catalog prices for similar items.

None, for the reasons stated above.

No other sources have been identified. All required notices will be published and any responses will be considered.

No independent action by the Government is evident. Industry must respond by providing systems having standardize communication protocols that allow competing systems work together.
