About this file
This is a Sources Sought (SS) notice for a Scrambler Therapy Medical Device for the Louis Stokes Cleveland VA Medical Center. The medical device is a non-invasive neuromodulation system designed to provide symptomatic relief for chronic, intractable, post-surgical, and post-traumatic pain by transmitting artificial "non-pain" signals through surface electrodes. The device, specifically the Scrambler Therapy ST-5A, features a digital touch-screen interface, customizable treatment protocols, and real-time patient response monitoring, and is FDA-cleared.
Potential sources are required to submit detailed information including point of contact details, business information, socio-economic category, contract numbers, capability statements, SAM UEI number, delivery timeframes, manufacturing country, and original equipment manufacturer (OEM) or distributor status. Responses must be submitted to Contracting Officer Rachelle J. Hamer via email by Wednesday, October 29, 2025, at 11 AM ET, with the subject line "RFI 36C25026Q0070 | Scrambler Device". The Sources Sought notice is part of the Department of Veterans Affairs' market research to determine industry capabilities and potentially establish a small business set-aside for the procurement.

SOURCES SOUGHT
SCRAMBLER DEVICE
This is a Sources Sought (SS) Notice only; it is not a Solicitation (i.e., Request for Proposal, Request for Quotation, or Invitation for Bids). This SS is part of the Government’s market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this SS are strictly voluntary, and the Government will not pay respondents for information provided in response to this SS. Responses to this SS will not be returned, and respondents will not be notified of the result of the review. Although responses to the questions posed by the Government would be most beneficial to this market research effort.
The purpose of this SS is to conduct Market Research to determine an acquisition strategy, to include determining if there are a sufficient number of Small Businesses capable of performing the requirements to warrant a set-aside, for the procurement of a Scrambler Therapy Medical Device at the Louis Stokes Cleveland VA Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106.
The Scrambler Therapy ST-5A is a non-invasive, neuromodulation medical device designed for the symptomatic relief of chronic, intractable pain, as well as post-surgical and post-traumatic acute pain. The system works by transmitting artificial “non-pain” information to nerve fibers through surface electrodes placed on the skin near the area of pain. This replaces pain signals with synthetic signals that the brain interprets as normal, effectively “scrambling” the pain message. The therapy is delivered through multiple independent channels that send variable frequency, amplitude, and waveform signals to interrupt maladaptive pain transmission patterns. The Scrambler Therapy ST-5A provides a digital touch-screen interface, customizable treatment protocols, and real-time monitoring of patient response. The device is FDA-cleared for its indicated uses and has been shown to help reduce reliance on opioid-based pain management while improving quality of life for patients with neuropathic and chronic pain conditions.
Potential sources must demonstrate the capability to provide the required equipment. Potential sources should submit:
• Point of Contact with email address and phone number;
• Business name and address;
• Applicable business socio-economic category;
• GSA, NAC, TAC, or SAC contract number if applicable;
• Capability statement and/or brochures of the equipment to allow for assessment of meeting the requirements stated above;
• SAM UEI number;
• Delivery days After Receipt of Order (ARO);
• What country the product is made in; and
• Whether or not your company is the OEM or a distributor. If a distributor, indicate who the OEM is and provide an authorized distributor letter.
Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses unless they are indicating proprietary technical characteristics.
Vendors are hereby notified that if a competitive solicitation is issued on the Beta SAM website https://sam.gov at a later date, all interested parties must respond to that Solicitation announcement separately from any response to this SS announcement. This SS does not restrict the Government's acquisition approach on a future Solicitation.
No faxes, courier-delivered, or telephone inquiries/submissions will be accepted. Responses should be submitted to Rachelle J. Hamer, Contracting Officer, at rachelle.hamer@va.gov, by Wednesday, October 29, 2025, by 11AM ET. Enter “RFI 36C25026Q0070 | Scrambler Device” in the email subject line.
