About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for FINDER Maintenance & Technical Support Services. The procurement seeks maintenance and technical support services to meet data sharing requirements for Orlando Region law enforcement agencies utilizing the Florida statewide data sharing system known as LInX. The services fall under UNSPSC codes 81111805 (Proprietary or Licensed Systems Maintenance or Support) and 81112501 (Computer Software Licensing Service). The contract term is three years, with the last day for receipt of information set for December 23, 2025, following the statutorily mandated fifteen business day posting period that began on December 2, 2025. The requestor is FDLE's Investigation and Forensic Science (IFS) division, and inquiries should be directed to Angela Githens at FDLEOGSContracts@fdle.state.fl.us or 850-410-7300.

The estimated dollar amount for this single source procurement is $175,000.00. FINDER, located at 3452 Lake Lynda Drive, Suite 190, Orlando, Florida 32817-1429, is identified as the sole source vendor. The justification for single source acquisition is that FINDER is the only entity authorized to perform support and services on the FINDER system, as the proprietary software and systems administration tasks are integral to agency interfaces ensuring continuous data flow from FINDER to LInX and are exclusively managed by FINDER. This procurement ensures oversight of grant funds used to pay for the intermediary vendor solution in Region 5 and maintains data sharing stability for agencies planning or implementing direct pathways to the statewide data sharing solution. The procurement was approved by Julia Lycett, Bureau Chief of General Services, and Jason Bundy, Forensic Services Director.
