About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Agriculture and Consumer Services' Division of Administration for HVAC hardware, software, maintenance, and support services. The procurement targets Siemens Building Technologies, Inc. to provide proprietary Building Automation System (BAS) components and services for the Conner Complex Laboratory Facility and the Mayo Building in Tallahassee, Florida. The requested commodities include Siemens BAS field panels, terminal level equipment, proprietary control hardware and software, Insight Workstation Software, laboratory room pressurization and biocontainment control components, and authorized configuration, programming, maintenance, and support services. The contract term spans October 1, 2026, through September 30, 2027. The deadline for prospective vendors to submit information regarding their ability to supply the commodities or services is August 11, 2026. The notice was posted on July 21, 2026, and will remain posted for a minimum of 15 business days in accordance with Florida Statutes Sections 120.57(3) and 287.057(3).

The estimated dollar amount for this single source purchase is approximately $111,924.00, with an approximate contract amount cap of $142,000.00. The justification for the single source acquisition centers on Siemens' exclusive capability to provide proprietary BAS hardware, software, and authorized support services protected by U.S. patents and supported exclusively by Siemens factory branches. The agency determined that all installed BAS components and the Siemens Insight Workstation Software operate on Siemens' proprietary, non-BACnet technology, making non-Siemens providers incapable of offering authorized support or service. The Siemens factory branch office located at 119-6 Hamilton Park Drive, Tallahassee, Florida, is identified as the only factory-authorized representative for these systems. Any third-party integration would require Siemens involvement, reduce system reliability, compromise the chain of responsibility, and result in duplicated costs and training requirements. The procurement contact is Brittany Harvey, reachable at (850) 617-7181 or Procurement@FDACS.gov.

Incorporated by Reference: Rule 60A-1.045, F.A.C.

Siemens Building Technologies, Inc.

Estimated Dollar Amount:

Approximate Amount: $111,924.00

Approximate Contract Amount Up to: $142,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Siemens is the only known source capable of providing the proprietary BAS hardware, software, and authorized support services required for the Conner Complex Laboratory Facility and the

Mayo Building.

• All installed BAS components and the Siemens Insight Workstation Software, operate using

Siemens’ proprietary, non BACnet technology protected by U.S. patents and supported exclusively by Siemens factory branches.

• Non Siemens providers cannot offer authorized support or service for these systems. Any third party integration would still require Siemens involvement, reduce system reliability, and compromise the chain of responsibility for defects. It would also require separate training, service, and certification, resulting in duplicated costs and for the investments the owner has already made in systems installed for commissioning, programming, and staff training.

• The Siemens factory branch office located at 119-6 Hamilton Park Dr., Tallahassee, Florida, is the only factory authorized representative for Siemens systems for the Conner Complex and

Mayo Building.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Alex Castro, Maintenance and Construction Superintendent, Division of Administration

Michelle Faircloth, Bureau Chief of General Services, Division of Administration

Stephanie Bergozza, Purchasing Director II, Division of Administration

Joey B. Hicks, Director, Division of Administration
