SOURCE QUALIFICATION STATEMENT

AMSC C: These parts require engineering source approval by the control activity to assure the integrity of the part. An alternative source must qualify according to the design control activity’s procedures as approved by the applicable government engineering activity, AFLCMC/WLSEAB (C-5 Galaxy Division)

SECTION A: ITEM IDENTIFICATION

Stock Number (NSN) Part Number Nomenclature

1650-01-327-1355 200913882-10 Nut Drive Manifold

SECTION B: JUSTIFICATION FOR ESTABLISHING A QUALIFICATION

REQUIREMENT

The “Nut Drive Manifold” (NDM) is the hydraulic manifold assembly that controls the C-5 Pitch Trim Actuator’s Nut Drive Motor. Primary pilot control of the Pitch Trim Actuator (PTA) is through the NDM. The PTA positions the entire horizontal stabilizer assembly for pitch trim of the C-5 aircraft and is a Critical Safety Item. The NDM provides the only manual override for control of the PTA in the event of a PTA control malfunction.

Manufacture of parts for C-5 NDM requires strict control of processes to ensure adherence to extremely close tolerances during machining of specified material. Special machining equipment is required to produce the precisely manufactured part surfaces.

Consistent manufacturing processes are necessary to ensure that the manifold components are manufactured such that the Pitch Trim Actuator assembly provides precise control of the horizontal stabilizer pitch during flight.

Failure of the Nut Drive Manifold to position the horizontal stabilizer could place the aircraft and crew in an extremely hazardous situation due to the pilots being unable to properly trim the aircraft for its flight condition and requiring use of backup controls.

Although there is a screw drive manifold that can also run the PTA, flight safety histories indicate that aircrew task saturation as a result of component failures dramatically increases the risk of an aircraft mishap if they occur in critical phases of flight. If the failure occurs under these conditions there is a risk of loss of life and/or aircraft.

SECTION C: QUALIFICATION REQUIREMENTS

Source approval information: Listed below are the minimum requirements necessary to become a qualified bidder on the item in Section A.

a. Potential bidder shall provide a summary of the company’s capabilities, including a detailed factory layout, a list of the machinery, fixtures, tooling and test and inspection equipment.

b. Potential bidder shall demonstrate the ability and have experience in manufacturing similar critical aircraft parts, which are currently in use on a heavy cargo transport aircraft and shall provide the following:

1. Contract Number

2. Procuring Agency

3. Contract Value

4. Number of assets shipped

5. Summary explanation of why part is similar to include drawings and pictures from various angles

c. Potential bidder shall provide a detailed quality plan implementing ISO 9001 (or equivalent). Evidence of independent, 3rd party certification that the quality program satisfies ISO 9001 requirements may be submitted in lieu of the actual quality plan.

d. Potential bidder shall provide a detailed manufacturing plan describing manufacturing and inspection and shall provide for:

1. Traceability of batch/lot for material, heat treatment and all test/inspections.

2. Identification of material sources. Sources for raw materials must be documented for each type of material called for in the assembly.

3. Identification of sources for outsourced processes shall be documented.

4. The detailed plan or process for how, where, and what resources will be utilized to ensure all dimensions and tolerances will be properly accomplished. This shall include, but not be limited to, the manual trim valve part number 200913892-10 CAGE 98752 and its dimensions controlled to the ±0.001 inches, machining component diametric clearances of 0.00020±0.00005 inches, cylindricity controlled to ±0.00005 inches, surface roughness of up to 4 RMS, and brazing integrity inspections.

5. The detailed plan or process for how, where, and what resources will be utilized to perform the individual valve level testing and complete assembly testing as prescribed in the drawings.

e. A sub-vendor qualification and quality assurance process to ensure conformance to specifications on work performed by subcontractors.

f. Once qualified, bidders shall be subject to first article testing if they have not previously manufactured this item within the last five years.

g. This qualification process shall be waived for the companies listed below who are already qualified:

Thomas Instruments (CAGE 5H860)

h. The Air Force may not qualify potential bidders who have had quality problems when delivering similar or identical items to the government. Potential bidders who have produced similar items for the commercial market shall also be considered for qualification and shall provide commercial brochures in addition to the preceding information requested.

SECTION D: ESTIMATE OF THE TEST AND EVALUATION COSTS

No testing will be required for qualification. Development of a Source Approval package estimated cost is $0.

SECTION E: GOVERNMENT CONTRACT

The Government Point of Contact for the technical requirements specified for qualification is AFLCMC/WLSEAB, 235 Byron Street Suite 19A, Robins AFB, GA 31098.
