SUPPLIES OR SERVICES AND PRICES/COSTS
This request for proposal is being competed as a 100% set-aside for small business.
Award will be made utilizing full and open competition among all responsible small business sources. Offerors are advised to carefully review and complete all required fill-ins and follow all instructions found within the document. Proposals received that are determined inadequate will be eliminated from consideration for award.
This effort requires preaward source qualification. The small business sources approved for this buy are currently JEMCO (CAGE:721Z6) and DJ Engineering (CAGE: 0C7H8). Other qualified sources are Danko Arlington (CAGE: 26993) and Thomas Instrument (CAGE 5H860). Offerors who have not submitted an approved SAR package, or waiver (in accordance with Source Qualification Statement, Section C, as posted 10 AUG 2022 under Notice ID FD20602300074 on SAM.gov) for this current buy will be eliminated from consideration from award.
All clauses/provisions in this solicitation and resultant contract are important and the offeror shall ensure that it has reviewed and understands each one. Signing the face page of the solicitation acknowledges review and agreement for vendor acknowledgement of all provisions contained within.
Note 1: The Government intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for the supplies specified herein. The total period of performance for the contract will not exceed five (5) years. The resultant contract will have one (1) 12-month basic ordering period, and four (4) twelve-month ordering periods.
Note 2: For the purposes of paragraph (b) of FAR 52.216-22, Indefinite Quantity, the contractual "minimum" shall be a value that equals the lowest final negotiated unit price for any awarded CLIN (dollars to be determined at time of award) and the contract maximum shall be a value equal to the estimated total contract quantity multiplied by the largest corresponding unit price for any pricing period (dollars to be determined at time of award.) See attached pricing matrix.
Note 3: FAR clause(s) 52.216-19 and 52.216-22 shall be updated at time of award to show actual dollar amounts, quantities, and/or dates reflecting negotiated contract terms and conditions at the time of award.
Note 4: Period of Performance for the contract will begin upon date of basic contract award announcement. Specific delivery dates shall be established subsequent to contract award.
Note 5: Transportation of items delivered hereunder shall be in accordance with DD Form 1653 attached to each delivery order issued hereunder.
Note 6: Items delivered hereunder shall be packaged in accordance with AFMC Form 158 and DD Form 2169 attached to each delivery order issued hereunder.
Note 7: All pricing and delivery information should be submitted on the attached Pricing Matrix.
Note 8: In the event only one offer is received, DFARS 215.371-3 will apply.
EVALUATION CRITERIA: The responsive responsible offeror with the lowest Total Evaluated Price (TEP) will be the awardee. Total evaluated price will be determined by extending the unit price by the estimated total contract quantity for each ordering period.
The sum of these calculations will determine the TEP. Please see attached Pricing Matrix for pricing submission.

DELIVERIES OR PERFORMANCE
52.211-8 TIME OF DELIVERY (JUN 1997)
(IAW FAR 11.404(a)(2))
(a) The Government requires delivery to be made according to the following schedule:
DELIVERY FOR EACH ITEM IS ANNOTATED IN THE SCHEDULE (PART I SECTION B) UNDER EACH LINE ITEM.
The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.
ANNOTATE YOUR PROPOSED DELIVERY, IF ANY, UNDER THE GOVERNMENT’S DELIVERY SET FORTH UNDER EACH ITEM IN THE
SCHEDULE.
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
(Applicable when the Government desires delivery by a certain time but requires delivery by a specified later time, and the delivery schedule is to be based on the date of the contract)
52.211-8 TIME OF DELIVERY -- ALTERNATE III (APR 1984)
(IAW FAR 11.404(a)(2))
If the delivery schedule is to be based on the actual date the contractor receives a written notice of award, the contracting officer may be delete paragraph (b) of the basic clause. The time may be expressed by substituting "within days after the date of receipt of a written notice of award” as the heading for the third column of paragraph (a) of the basic clause.
(Applicable when the delivery schedule is to be based on the actual date the contractor receives a written notice of award)
52.211-17 DELIVERY OF EXCESS QUANTITIES (SEP 1989)
(IAW FAR 11.703(b))
(Applicable when fixedprice supplies are furnished)

(d) Even though a product or service subject to a qualification requirement is not itself an end item under this contract, the product, manufacturer, or source must nevertheless be qualified at the time of award of this contract. This is necessary whether the Contractor or a subcontractor will ultimately provide the product or service in question. If, after award, the Contracting Officer discovers that an applicable qualification requirement was not in fact met at the time of award, the Contracting Officer may either terminate this contract for default or allow performance to continue if adequate consideration is offered and the action is determined to be otherwise in the Government's best interests.
(e) If an offeror, manufacturer, source, product, or service has met the qualification requirement but is not yet on a qualified products list, qualified manufacturers list, or qualified bidders list, the offeror must submit evidence of qualification prior to award of this contract. Unless determined to be in the Government's interest, award of this contract shall not be delayed to permit an offeror to submit evidence of qualification.
(f) Any change in location or ownership of the plant where a previously qualified product or service was manufactured or performed requires reevaluation of the qualification. Similarly, any change in location or ownership of a previously qualified manufacturer or source requires reevaluation of the qualification. The reevaluation must be accomplished before the date of award.
