RFP NO. SPRWA1-17-R-0018

RFP TITLE

The RDS paragraph 4, “Technical Requirements” states the “new CTVS shall be compatible with the F-16 A/B/C/D models and integrated with the new F-16 Modular Mission Computer (MMC). Which model (part number) MMC is referenced? Please provide IDCs and all associated documents.

Please see revised RDS within FBO solicitation, SPRWA1-17-R-0018. RFP SPRWA1-17-R-0018 has been amended to reflect revised RDS within Attachments of the RFP.

Attachment 12, Specification Drawing 16ZE915A has an undated "Memorandum for CTVS" from the F-16 SPO by Isaac R. Jones that states "the CTVS shall be equipped with a built-in-test (BIT) feature which checks a majority of the circuits an presents a go or no-go indication without the use of a TV monitor or other external equipment" however, there are no other references in the Specification that describe the BIT requirement. Is the BIT requirement indeed a requirement, and if so, how is it being evaluated?

Yes, BIT is a requirement. For evaluation, please see updated Specification Drawing 16ZE915A posted under explicit access control section within FBO under solicitation SPRWA1-17-R-0018.

Questions Government Response

The CTVS Market Survey and RFP gave no indication of an Emergency Acquisition. The salient requirements of 300 cameras per year, up to 1,550 cameras over 5 years, a BIT feature and integration with the new MMC were not openly communicated with Industry prior to the RFP. Delivery of two "first article flight-ready CTVS" within 90 days on a 9-month contract PoP that requires an Engineering Conference within 30-days of award requires a significant coincidence of requirements capabilities in engineering, logistics, production capacity and a TDP compliant to the RFP from Industry. Please provide contact information for Omsbudsman appointed for the CTVS requirement.

Per Clause 5352.201-9101, the Competition Advocate shall act as the ombudsman. DLA Aviation Warner Robins'/ombudsman, Mr.

Franklin Holland can be reached at: 478-926- 5000.
