JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
I. CONTRACTING ACTIVITY
This Justification and Approval to request authority for Other Than Full and Open Competition supports requirements generated for the Air Force Sustainment Center (AFSC), 638 Supply Chain Management
Group (SCMG), 411 th
Supply Chain Management Squadron (SCMS) / GULD. The contracting authority for this requirement is the Defense Logistics Agency (DLA) Avionics at Warner Robins. The purchase request number supporting this contracting action is FD2060-16-00127
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
The purpose of this Purchase Request is to initiate the acquisition of a spares buy contract for
Low Voltage Power Supply (LVPS) NSN 6130-01-521-8466 used as a Sub-Repairable Unit
(SRU) in the Signal Data Converter (SDC) which is a Line Replaceable Unit (LRU) that makes up part of the AN/APQ-170 Multi-Mode Radar (MMR) System used on the Special Operations
Forces (SOF) MC-130H Combat Talon II Aircraft.
Due to the circumstances described herein, the activity requests authority to acquire the spares listed in this document using Other Than Full and Open Competition as prescribed by FAR
6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements. This action will result in the award of a new contract, which will be a firm-fixed price IDIQ contract. This sole source requirement will be purchased from the following company:
DRS Sustainment Systems, Inc.
Address: 201 Evans LN
Saint Louis, MO. 63121-1126
Type: Large Business
POC: Janice Pudlowski
Phone: (314)553-4721
E-mail: jpudlowski@drs.com

III. DESCRIPTION OF REQUIREMENT
This contract task is to obtain spare LVPS for the APQ-170 MMR used on the MC-130H aircraft. The part is used on the Signal Data Converters of the APQ-170 Radar System. The original SDC LVPS had some serious reliability and maintainability issues. This effort is a follow-on to ECP 24 and ECP 48 which developed a new Low Voltage Power Supply (LVPS) for the SDC. Due to these new LVPS failing sooner than anticipated, the need for additional units is essential to maintain a sustainable supply for the warfighter.
BASIC REQUIREMENT
NSN NOUN QTY UNIT PRICE TOTAL
6130-01-521-8466 Low Voltage Power Supply 8
Total estimated cost of this acquisition: Maximum value of . Basis for the estimated cost for this acquisition is from the Forecast Unit Price on the March 2015 D200, Summary
Computation. This effort will be funded using 4930 Working Capital Funds.
IV. STATUTORY AUTHORITY
10 USC 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No
Other Supplies or Services Will Satisfy Agency Requirements.
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQU E QUALIFICATIONS
OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE
AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)
The APQ-170 MMR was designed and developed for the United States Air Force (USAF). The
Radar was designed to support Terrain Following (TF) and Terrain Avoidance (TA) capabilities specifically for use on the Special Operations Forces (SOF) MC-130H Combat Talon II Aircraft and to provide controlled flight at very low levels and is capable of ground mapping, weather detection, terrain avoidance and beacon navigation. The LVPS provides power to the SDC which processes radar data into navigational as well as Terrain Following and Terrain Avoidance
(TF/TA) video on the cockpit Video Display Terminals (VDT).
The original SDC LVPS had some serious reliability and maintainability issues. Engineering
Change Proposal (ECP) 24 and ECP 48 are for developing a new Low Voltage Power Supply
(LVPS) for the SDC. When the Signal Data Converter is turned in for repair, any failed LVPS is removed and replaced with a working unit. The failed LVPS has to be tested and repaired in the government depot at Robins AFB. The APQ-170 Radar is used exclusively by the Special
Operations Forces (SOF) MC-130H Combat Talon II Aircraft.
The technical data for this LVPS is currently not complete and out of date due in part to the
ECPs 24 and 48. This is preventing a full and open competitive strategy to procure this item at the present time. The OEM has the technical data and expertise of how the system works and capability to manufacture additional LVPS until a complete and current data package is available. The Market Research shows it is not feasible to compete the development and qualification of the Low Voltage Power Supply due to its design being specifically for the APQ-
170 Radar and is still available for purchase from the manufacturer, DRS Sustainment Systems, Inc.
This LVPS is required for the SLEP program in order to keep the MC-130H Combat Talon II
Aircraft mission capable until calendar year 2025. The MC-130H Combat Talon II Aircraft is currently the only weapon system capable of meeting and performing the critical Special
Operation missions for the US Air Force. Without the LVPS, that mission is degraded to a critical level. Deliveries of the LVPS by 31 Oct 2016 will prevent a stoppage of the SLEP program.
Market research was conducted pursuant to FAR 10.001 and 10.002. Market research tools were utilized by the government program management/engineering team. The team members searched the internet at ThomasNet.com using the part number “882630-1” and the noun “APQ-
170 LVPS” and “APQ-170 Low Voltage Power Supply” did not locate any suppliers for this asset.
Additionally this requirement was posted on the Federal Business Opportunities (FedBizOpps) web page on 6 Aug 2015 to solicit any other potential contractors that may believe they have capability to manufacture this part. There were no responses from any source by 20 Aug 2015.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION
The technical data for this item is currently not complete and is out dated due in part to the ECPs, preventing a full and open competitive strategy to procure this item at the present time. The
Government Engineering team is working to update the drawing package and obtain a complete and full technical data package to allow competing future acquisitions of this item.
Due to lack of technical data at the present time, the Government cannot approve an alternate source for this item, or verify and validate any other source’s capabilities. The Government’s need cannot be met by any other source.
X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE
ACQUISITION
See Section VI above
XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE
MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES
REQUIRED
A Request For Information (RFI) was posted to the Federal Business Opportunities
(FedBizOpps.Gov) web site at https://www.fbo.gov/?s=main&mode=list&tab=list on 4 Aug
2015 to solicit any other potential contractors that may believe they have capability to manufacture this part. There were no responses from any source by 20 Aug 2015. However, if any sources respond prior to contract award, their capabilities to manufacture the LVPS will be reviewed by the cognizant Government Engineer. If it is determined that they have capability to manufacture the LVPS they will be included in this effort and this effort would be a limited competition between those companies and the OEM. DRS Sustainment Systems, Inc is currently the only company with the necessary drawings and technical data package to manufacture or repair the LVPS. The Government Engineering team is working to update the drawing package and obtain a complete and full technical data package which will allow competing future acquisitions of this item.
