4. Classification Recommendations: If ever in doubt regarding the meaning of a topic in this or any other security classification guide, please contact the OPR immediately. Send completely documented and justified recommendations through appropriate channels to the OPR if the security classifications or declassification instructions in this guide impose impractical requirements, information is not classified properly, or when scientific or technological changes in the state of the art, indicate a need for changes. Pending final decision, handle and protect the information involved at the highest of the present or recommended classifications. Users of this guide are encouraged to assist in improving and maintaining the currency and adequacy of this guide.
5. Classification Currency: Changes to this guide will be effected by the issuance of a letter, subject: Letter Change No. 1 to AN/ALR-56M Radar Warning Receiver Security Classification Guide, 4 March 2011. This letter will indicate the appropriate change(s) and will constitute the authority for such change(s). Upon receipt of a letter change, the appropriate change(s) will be made and the letter of authority will be inserted in the back of the guide.
6. Reason for Classifying. The reasons for classifying information are in accordance with Executive Order (EO) 13526. The categories for classification, as identified throughout the guide, are as follows:
SECURITY CLASSIFICATION GUIDE 4 Mar 2011
GENERAL INSTRUCTIONS (Continued)
Category 1.4g: Vulnerabilities or capabilities of systems, installations, infrastructures, projects, plans or protection services relating to the national security.
7. Explanation of Declassification Instructions.
a. Unless when noted as otherwise within, information classified by this guide shall be declassified on 14 June 2017, 25 years from original classification, IAW EO’s 12958, 13292, further amended by EO 13526.
b. When applying derivative classification markings for information classified by this guide, use the following:
DERIVED FROM: AN/ALR-56M Radar Warning Receiver
Security Classification Guide WR-ALC /GRWCC, Robins AFB GA 31098-1813
DECLASSIFY ON: 14 JUNE 2017
8. Prior Declassification Instructions: To comply with EO 13526, previously classified information with a declassification instruction of Originating Agency Determination Required (OADR) or X1 through X8 will remain classified for 25 years from the date of the original classification dated 14 June 1992, unless declassified earlier by this guide. Only information that has been declassified earlier by this guide will be remarked to reflect the new declassification date when used.
9. Emissions Security (EMSEC). (Formerly known as “TEMPEST”) Consider EMSEC requirements when classified Automated Information Systems (AIS) processing will occur in accordance with AFI 33-203. AIS refer to any electronic or electromechanical equipment which might process classified information. If EMSEC requirements for a contractor are over and above those normally called for in the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M, the Government program manager and contracting officer must insure such requirements are specifically included in the contract.
10. Operations Security (OPSEC):
a. OPSEC is the systematic and analytical process by which the US government and its supporting contractors deny potential adversaries information about capabilities and intentions by identifying, controlling, and protecting generally unclassified evidence of the planning and execution of sensitive activities and operations. Information generally available to the public as well as certain detectable, activities may reveal the existence of, and sometimes details about, classified or sensitive information or undertakings.
SECURITY CLASSIFICATION GUIDE 4 Mar 2011
b. Government organizations must establish and maintain OPSEC programs according to applicable directives. Contractors will comply with OPSEC requirements specified in contracts. OPSEC efforts may either support the conduct of government/contractor operations and activities, or the development and integration of OPSEC measures into systems through systems security engineering, or both.
c. This guide does not establish OPSEC program policies, procedures, or requirements. It does identify the security classification of specific OPSEC related information which may develop.
11. OPSEC Countermeasures: The implementation of security countermeasures for the prevention of divulging critical/sensitive information or indicators to critical/sensitive information is encouraged. Coordinate any, and all, proposed uses with the OPR.
12. Disassociation, Masking, and Coding: Only the originating activity may authorize or direct these procedures.
13. Technology Transfer:
a. A major goal of DoD classification policy is to deny our adversaries access to documents, hardware, and technologies that will accelerate their military programs and simultaneously cause an increase in our defense efforts and costs. Adversary dependence on the West for technological innovation in military research and development in order to modernize their military production industries is extremely broad.
b. This dependence is particularly important in the areas of micro-electronics, computers, and also extends into key areas that include command and control, communications, and intelligence (C3I); computer aided design and manufacturing (CAD-CAM); and materials fabrication. This should be kept in mind when formulating classification guidance and other security requirements. During development of a system, numerous areas of advanced technology may be exploited. It is the intent of this guide to safeguard the following information as either sensitive for technology or as critical/sensitive information as related to program functions.
1) Information concerning breakthroughs and significant technical advances in the area of military systems, or space application programs encompassed by system development, until such information is evaluated for release through appropriate offices.
2) Technical information that could provide another country with significant assistance in development of similar equipment, thus reducing the equipment for commensurate expenditures of resources compared to US efforts and reducing lead time.
SECURITY CLASSIFICATION GUIDE 4 Mar 2011
3) Qualitative test results of any weapon-like test bed, prototype, or operational weapon system or subsystem.
4) Information, including test results and theoretical analyses, concerning survivability, or damage to a system.
5) Intelligence or threat data that drives research, design, or policy.
14. Other Applicable Security Guides:
