SECTION B

SUPPLIES OR SERVICES AND PRICES/COSTS

Note 1. All clauses/provisions in this RFP and resultant contract are important and the offeror shall ensure that it has reviewed and understands each one. There are specific contractor fill-ins required by sections/clauses contained in this solicitation. All offerors are cautioned to review and complete all required fill-ins.

Note 2. This requirement is being evaluated utilizing a Technically Acceptability, Small Business Participation Acceptability with Price trade-off best value procedure. See solicitation Sections L-900 and M-900.

Note 3. Although Past Performance is not a part of the trade-off best value procedure evaluation, DLAD Procurement Note L08 is applicable:

L08 Use of Supplier Performance Risk System (SPRS) in Past Performance Evaluations (APR 2018)

(1)The Supplier Performance Risk System (SPRS) (https://www.sprs.csd.disa.mil) (formerly Past Performance Information Retrieval System – Statistical Reporting (PPIRS-SR)) will be used in the evaluation of suppliers’ past performance.

(2)SPRS collects quality and delivery data on previously awarded contracts and orders from existing Department of Defense reporting systems to classify each supplier’s performance history by Federal supply class (FSC) and product or service code (PSC). The SPRS application provides the contracting officer quantifiable past performance information regarding a supplier's quality and delivery performance for the FSC and PSC of the supplies being purchased.

(3)The quality and delivery classifications identified for a supplier in SPRS will be used by the contracting officer to evaluate a supplier’s past performance in conjunction with the supplier’s references (if requested). The Government will use this past performance information in accordance with the basis for award stated in the solicitation.

Note 4. The Government intends to award a Firm Fixed Price Requirements type contract with five Ordering Periods. The total period of performance for this Requirements contract will be five (5) years and the resultant contract will have five (5) one year ordering period.

Ordering Period 1 will be date of contract award through twelve (12) months.

Ordering Period 2 will be thirteen (13) months after date of contract award through twenty-four (24) months.

Ordering Period 3 will be twenty-five (25) months after date of contract award through thirty-six (36) months.

Ordering Period 4 will be thirty-seven (37) months after date of contract award through forty-eight (48) months.

Ordering Period 5 will be forty-nine (49) months after date of contract award through sixty (60) months.

Actual ordering period dates will be incorporated into the resultant contract.

Note 5. Pricing should be provided IAW Sections L&M of this solicitation. All pricing information should be provided on Attachment 1 - Pricing Matrix. The final negotiated unit price will be incorporated at Attachment 1 - Pricing Matrix of the contract.

Note 6. Transportation of items delivered hereunder shall be in accordance with DD Form 1653 attached to solicitation/contract award.

Note 7. Items delivered hereunder shall be packaged in accordance with specified AFMC Form 158 attached to solicitation/contract award.

Note 8. Progress Payments may be authorized as part of this acquisition. Please ensure you meet all requirements for authorization of progress payments prior to submitting your proposal. 5352.201-9101 OMBUDSMAN (OCT 2019)

(IAW AFFARS 5301.9103)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.

The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) The Competition Advocate (CA) at each contracting activity/office (as defined in DLAD 2.101) shall act as the ombudsman and attempt to resolve contractor complaints. DLA Aviation Warner Robins’/ombudsman can be reached at: 478-926-2992 for actions prior to contract award. Complaints which cannot be so resolved shall be forwarded to the HQ through J-72 for resolution by the DLA competition advocate. Each activity is responsible for developing procedures for executing the duties and responsibilities of its local ombudsman.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
