Defense Logistics Agency Aviation
About this file
This document is a Justification for Other Than Full and Open Competition (AVN Form S53, NOV 2023) for a sole source acquisition submitted by Defense Logistics Agency (DLA) Aviation at Tinker Air Force Base, Oklahoma.
The acquisition is for 78 units of F15E Stator Generator (NSN 6115-01-231-8121HY/31169-2110) on a firm-fixed-price, fixed-quantity basis with no options. The contracting activity is conducting this procurement under 10 U.S.C. 3204(a)(1) for limited competition, restricting the acquisition to Safran Power USA LLC (CAGE 3CPE0), identified as the only source capable of manufacturing the required component. The justification cites AMSC codes D (data not economically available) and the determination that technical data for NSN 31169-2110 is unavailable in JEDMICS or MEDALS systems, with the manufacturer having refused prior requests for data/data rights releases dating back to 2008. A Sources Sought synopsis was posted to SAM.Gov on February 24, 2025 (closing March 3, 2025) with no responses received. Market research was conducted through multiple channels including Haystack, Parts Manufacturer Approvals databases, Google, and Thomas Register, confirming Safran Power USA LLC as the sole approved source. The contracting officer, Kevin Howe, and Competition Advocate Christopher Lally approved the justification on June 11, 2025, with the approval level designated for contracts over $750,000 but not exceeding $15 million. The document notes that the component is classified as AMC/AMSC 3/D, making reverse engineering uneconomical, and the government plans to continue monitoring the marketplace for potential alternative sources in future acquisitions.

3CPE0 Safran Power USA LLC.
The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. 31169-2110 is not available in JEDMICS or MEDALS. Continued refusal to answer requests for data/data rights release 4/1/08, 10/5/10, 10/30/14, and 08/29/2018 have been construed as a negative response to the government’s requests.
