About this file

This is a Request for Quotation (RFQ) from Defense Logistics Agency (DLA) Aviation for 47 ball bearings (NSN 3110-00-825-4869OK) used in J85-GE-5 engines. The solicitation is for two potential contract line items (CLINs): new manufactured material (CLIN 0001) and new/unused government or commercial surplus (CLIN 0002). The preferred manufacturer is SKF USA, Inc. (CAGE 38443), with part numbers 1903S103 and 327B622P1. The RFQ is not a small business set-aside, and quotes are due by 23 May 2025. The government will evaluate offers using a best value process, considering technical acceptability, cost/price, and past performance, with technical acceptability being a prerequisite. Offerors must provide supply chain traceability documentation and comply with various federal acquisition regulations, including restrictions on telecommunications equipment and unmanned aircraft systems.

NOTE 1: NEW/UNUSED, will be considered for procurement only if it meets the following requirements:

Other than NEW and UNUSED condition is not acceptable for procurement. The material is required to be in, original shipping container/package and marked with original pertinent data. Only new/unused material is acceptable due to configuration and the operating environment. Modification/inspection and extensive testing to ensure configuration and serviceability of surplus material will offset any cost savings. This item is used on the J85 series engine and once air borne, it is considered safety of flight. Misrepresentation of this statement by any vendor shall be cause for rejection and returned of the item at NO COST to the government.

Parts that are new/unused gov't/commercial surplus showing no sign of rust, corrosion or evidence of deterioration from age, improper packing or preservation nor evidence of disassembly or reconditioning in any manner are acceptable. Failure of this part can cause unsafe and unreliable engine operation. The effects of reconditioning, modifying, and wear on these parts remaining life cannot adequately be determined. Therefore new/unused parts are the only acceptable surplus category.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.

The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) The Competition Advocate (CA) at each contracting activity/office (as defined in DLAD 2.101) shall act as the ombudsman and attempt to resolve contractor complaints. DLA AVIATION/AOCA’s CA/ombudsman can be reached at (405) 855-3552.

Complaints which cannot be so resolved shall be forwarded to the HQ through J-72 for resolution by the DLA competition advocate. Each activity is responsible for developing procedures for executing the duties and responsibilities of its local ombudsman.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.

Such inquiries shall be directed to the contracting officer.
