Text version
manufacturing knowledge by the qualified source require acquisition of the part from the approved sources. An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the cognizant government engineering activity. At present there are no alternate sources showing interest in manufacturing this item. There are no Source Approval Requests (SARs) in place, and the Government does not expect to receive any within the foreseeable future. Once a SAR is submitted by a vendor, a period of two years can be required to process and validate an alternate supplier’s approach. As there is no vendor-submitted SAR present to initiate this process, the proposed sole source approach is the Government’s remaining alternative to execute the requirement between now and the need date for the item.
Although a competitive bid package exists with complete technical data available to any interested source, Pratt & Whitney is currently the only source who has been approved to produce this item. Due to the complexity and criticality of this part, only actual or similar manufacturers that have successfully completed all testing required by the original company responsible for the design, can be considered approved sources for this item. This item is a component of a major weapon system, it is a segment of a complete ring of airfoils which aid in directing compressed air to the next stage of compression in the HPC.
The development of an additional source to produce this item is not feasible within allowable timeframes. Delays in new procurement have the potential of disrupting the availability of F100 engine, leaving the Air Force unable to meet critical mission requirements and hampering AF's ability to provide adequate global reach. For these reasons, Pratt & Whitney is the only source capable of providing the supplies described in Section III without the Government experiencing unacceptable delays in fulfilling agency requirements.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED
FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

The Defense Contracting Management Agency or Defense Contract Audit Agency may be contacted to assist with the analysis.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS,
OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT
CONDUCTED
Market research, in accordance with FAR Part 10 was conducted by a multi-functional team. This research included inquiries into internet sites including Haystack, Parts
Manufacturer Approvals, Google, Thomas Register, and similar item manufacturer’s websites. The market research was completed on 19 Jul 17. This research revealed that there were no commercial items available to meet this requirement. As described in Section VI above, market research in accordance with FAR Part 10 will be conducted by synopsis of the proposed acquisition advising the industry of the pending acquisition and soliciting inquiries from interested parties.
A Sources Sought Synopsis was also conducted on 12 Jul 17 and closed on 19 Jul 17, during the market research effort described above to notify Pratt & Whitney licensees, vendors, or other sources with access to the necessary data of the pending acquisition. This posting was created on the Federal Business Opportunities website under the PR number FD2030-18-00088. No vendors indicated interest in the acquisition.
Based on this market research, Pratt & Whitney is currently the only source able to fulfill the requirement described in Section III.
