The use of authority 10 U.S.C. 2304(c)(1) is based on:
AMC 1. Suitable for competitive acquisition for the second or subsequent time.
AMC 2. Suitable for competitive acquisition for the first time.
AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.
AMC 4. Acquire, for the first time, directly from the manufacturer.
AMC 5. Acquire directly from the sole source contractor, who is not the manufacturer.
AMSC A. The Government’s right to use data in its possession is questionable. This code is under review and will be updated when the review is complete.
AMSC B. This must be acquired from a manufacturing source(s) specified on a source control drawing.
AMSC C. This part required engineering source approval by the design control activity in order to maintain the quality of the part.
AMSC D. The data needed to acquire this part is not economically available.

This part has been designated a high reliability part. Probability of failure would be unacceptable. The engineering activity has determined that data to define and control reliability limits cannot be obtained.
The design of this part is unstable. Engineering, manufacturing, or performance characteristics indicate that the required design objectives have not been achieved.
This part must be acquired from a manufacturing source(s) specified on the source control drawing, 4069429, (CAGE) 77445. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Data review discloses that required data or data use rights are not in Government possession and cannot be economically obtained. Triumph is currently the only source able to meet the Governments requirements; Triumph's vendor part number is UA539800-2.
The Original Equipment Manufacture (OEM) of this item is United Technologies Corporation. The OEM will not release source control drawing 4069429 to the Government. The Government therefore has no means for overcoming this barrier to competition.
The development of an additional source to produce this item is not feasible within allowable time frames. Delays in new procurement have the potential of leaving the Air Force unable to support a highly-valued ally. For these reasons, Triumph is the only source capable of providing the supplies described in Section III without the Government experience unacceptable delays in fulfilling agency requirements.
Accordingly, Triumph is the only responsible source capable of providing the items described in Section III above.

The contracting officer will complete a price analysis. If the proposed dollar amount exceeds the TINA threshold IAW FAR 15.403-4 , certified cost or pricing data will be required and a detailed cost analysis will be accomplished.
Support from the Defense Contract Management Agency or the Defense Contract Audit Agency may be requested as appropriate to aid in evaluating the proposal.
Market research, in accordance with FAR Part 10, was conducted on 01 July 2016 by inquire of the Join Engineering Data Management Information and Control System, the Military Engineering Data Asset Locater System, the Contractor Integrated Technical Information System, Haystack, Parts Manufacturer Approvals, Google, and the Thomas Register. This research revealed that there is not a commercial item available to meet this requirement. The item described in Section III is used in military applications, and no commercial or non-developmental substitutes are available.
Sources Sought Synopsis was posted on Federal Business Opportunities website under FD2030-17-01113 on 08 Feb 2017 with a response date of 15 Feb 2017. There were no response to this sources sought.
Based on the above, a high level of confidence exists that Triumph Thermal Control System is currently the only responsible source able to fulfill the requirements.

Based upon the technical certification on file, technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government.
When FAR 6.302-1 is cited for follow-on acquisitions as described in 6.302-1(a)(2)(ii), an estimate if the cost to the Government that would be duplicated and how the estimate was derived.

This item has been designated a Critical Safety Item (CSI). Because the risk associated with reverse engineering, including possible damage to engine or aircraft should this item fail during engine operation, outweighs any potential gain or cost savings, the Government considers this item too critical to make reverse engineering feasible.

In an effort to identify and remove any barriers to competition, AFLCMC/LPSEA will continue to monitor the marketplace for source development.
