V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR
NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED
ABOVE (APPLICABILITY OF AUTHORITY
This Flight Safety Critical Part has been designated a high reliability part under a formal reliability program. The safety of personnel and equipment requires high safety and reliability standards that will minimize the probability of failure.
This item is considered highly specialized component of a major weapon system. This part contains critical characteristics whose failure, malfunction or absence could cause a catastrophic failure resulting in loss or serious damage to the aircraft or cause engine shutdown resulting in an unsafe condition for personnel and the surrounding environment. Accordingly, Pratt & Whitney is the only source that has specifically and uniquely designed and manufactured this part for use by the military. Pratt & Whitney has met and exceeded the standards specified for quality and reliability from past productions of this item.
The development of an additional source to produce this item would cause unacceptable delays in the repair of TF33 engines and the availability of aircrafts supported by the TF33 engine. It is imperative that these parts are readily available to ensure that the requirements of the Air Force are met. Accordingly, Pratt & Whitney is the only responsible source capable of providing the items described in Section III above.

This research included inquiries into internet sites including Haystack, Parts Manufacturer Approvals, Google, Thomas Register, and similar item manufacturer’s websites. The market research was accomplished on 22 August 2016. This research revealed that there were no commercial items available to meet this requirement. As described in Section VI above, market research in accordance with FAR Part 10 will be conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.
A Sources Sought Synopsis was also conducted on 22 August 16, during the market research effort described above to notify United Technologies Corporation, dba Pratt & Whitney Military Engines licensees, vendors, or other sources with access to the necessary data of the pending acquisition. This posting was created on the Federal Business Opportunities website under the PR number FD2030-17-00284 and closed 29 Aug 16. No vendors indicated interest in the acquisition.
