V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR

NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED

ABOVE (APPLICABILITY OF AUTHORITY

This Flight Safety Critical Part has been designated a high reliability part under a formal reliability program. The cognizant engineering activity has determined that data to define and control reliability limits cannot be obtained nor is it possible to draft adequate specifications for this purpose.

This item is considered highly specialized component of a major weapon system. This part contains critical characteristics. Failure, malfunction or absence of these characteristics could cause a catastrophic failure resulting in loss or serious damage to the aircraft or cause engine shutdown resulting in an unsafe condition for personnel and the surrounding environment.

Accordingly, Pratt & Whitney is the only source that has specifically and uniquely designed and manufactured this part for use by the military. Pratt & Whitney have met and exceeded the standards specified for quality and reliability from past productions of this item.

The development of an additional source to produce this item would cause unacceptable delays in the repair of TF33 engines and the availability of aircraft supported by the TF33 engine. It is imperative that these parts are readily available to ensure that the requirements of the Air Force are met.

Accordingly, Pratt & Whitney is the only responsible source capable of providing the items described in Section III above.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED

FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

In accordance with FAR 5.201, this requirement shall be synopsized and the request for proposal will be posted on the Federal Business Opportunities website. The Government does not have qualification requirements as only the Original Equipment Manufacturer (OEM) approves additional sources.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED

COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE

The contracting officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. A detailed price analysis will be accomplished. The Defense Contract Management Agency (DCMA) may be contacted to assist with the price analysis if necessary and will assist with inputs throughout the life of the contract. Information other than certified cost or pricing data may be obtained and cost analysis performed if appropriate. Should the proposal exceed $ certified cost and pricing data will be obtained and a cost and price analysis will be performed.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS,

OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT

CONDUCTED

Market research, in accordance with FAR Part 10 was conducted by a multi-functional team.

This research included inquiries into internet sites including Haystack, Parts Manufacturer Approvals, Google, Thomas Register, and similar item manufacturer’s websites and was completed on 26 September 2016. Other sources manufacture similar items but none have been identified as having access to the data described in section V necessary to meet the requirement described in section III. As a Critical Safety Item, failure of this item during engine operation can result in loss or substantial damage to the weapon system, or death or serious injury to personnel.

This is a non-developmental item and substitutes are not available.

A Sources Sought Synopsis was also conducted during the market research effort described above to notify Pratt & Whitney licensees, vendors, or other sources with access to the necessary data of the pending acquisition. This posting was created on the Federal Business Opportunities website under the PR number FD2030-17-00266 with a response date of 26 September 2016. No responses were received.

Based on the above, a high level of confidence exists that Pratt & Whitney is currently the only responsible source able to fulfill the requirement.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

COMPETITION

Reverse engineering is not feasible within reasonable time constraints. The qualification of a reverse-engineered part would require an Accelerated Mission Test (AMT). TF33 AMTs occur every 4 years and cost approximately (this is the cost of the 2015 AMT). An AMT for this item would not occur until 2019.

X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE ACQUISITION

United Technologies Corporation CAGE: 52661 Pratt & Whitney Military Engines Division 400 Main St East Hartford CT 06108 860-565-5173

XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING

SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED

In an effort to identify and remove barriers to competition, AFLCMC/LPSEA will continue to monitor the marketplace for source development.

XII. CONTRACTING OFFICER’S CERTIFICATION

By signing the coordination and approval document, the contracting officer determines this document to be accurate and complete to the best of his knowledge and belief.

XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION
