The subject item is source controlled and ABB is the only source identified on the engineering source controlled drawing, number 23089510. This effectively limits procurements to ABB.
The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Due to the unique nature of this data, competition is not anticipated during the life of this contract. This item is a highly specialized component of a major weapon system; accordingly, ABB possesses unique capabilities to produce this item. The development of an additional source to produce this item is not feasible within allowable timeframes. Delays in new procurement have the potential of negatively impacting availability of C-130 aircraft, hampering the Air Force’s ability to meet critical mission requirements. For these reasons, ABB is the only source capable of providing the supplies described in Section III without the Government experiencing unacceptable delays in fulfilling agency requirements.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE
In accordance with FAR 5.201, this requirement shall be synopsized and the Request for Proposal will be posted to the Federal Business Opportunities (FBO) website. Qualification requirements do not apply.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND
REASONABLE
The contracting officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. The contractor is required to provide certified cost or pricing data. A detailed cost analysis and a price analysis may be accomplished. The Defense Contract Management Agency or Defense Contract Audit Agency may be contracted to assist with the analysis.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH
WAS NOT CONDUCTED
Market research, in accordance with Far Part 10, was conducted on 27 Jan 16. A review of Parts Manufacture Approvals, HAYSTACK, and a web search did not reveal that a commercial item is available to meet this requirement. The items described in section III are used in military applications and no commercial or non-developmental substitutes are available. Air Force does not possess sufficient engineering/drawing data or data rights to qualify an additional source.
A Sources Sought Synopsis was posted on February 24, 2016 on PR FD2030-16- 01240 to the FBO website and closed on March 2, 2016. No responses were received. Based on research gathered, a high level of confidence exists that ABB Inc. is currently the only responsible source able to fulfill the requirement.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL
AND OPEN COMPETITION
The rights to use the data needed to purchase this part from additional sources are not owned by the government and cannot be purchased, developed or otherwise obtained. ABB specifications 23089510 are proprietary. Due to this item being a critical and complex component of the engine control system, reverse engineering is not considered feasible.

In an effort to identify and remove barriers to competition, this item will periodically be re-screened and findings provided on a new Screening Analysis Worksheet.
