About this file
This modification notice is for contract SPRRA2-23-C-0010 awarded by the Defense Logistics Agency Aviation to Intuitive Research and Technology Corporation. The modification exercises an option to develop 26 prototype sensor suites for $35.9 million.
The contractor will perform non-recurring engineering to design sensors that integrate electro-optical/infrared cameras, radar, and inertial measurement units onto mast-mounted payloads. The suites will be installed on government-furnished vehicles along with 10 weapon kits. Key deliverables include prototype hardware by June 2023, drawings, and operator training materials. The entire low-rate initial production quantity of 26 sensor-equipped vehicles must be delivered by November 2023 for testing against air, ground and sea targets.

DRAFT Statement of Work
Advanced Technology Integration – Detroit (ATI-D) for
PEO Missiles and Space
Tactical Aviation and Ground Munition
Advanced Technology Integration Program Office
SPRRA2-23-R-0041
Date – 26 May 2023
1.0 Introduction
The Tactical Air and Ground Munitions (TAGM) Project Office has received an urgent request related to National Security to develop a mobile weapon system capable of rapid deployment to increase lethality in ground, air, and sea threat engagements. The requirement is for a fully autonomous system containing all power, fire control, and sensors needed to shoot current Army Air-to-Ground Missiles (AGMs) family of missiles that is capable of operation in a GPS degraded environment and incorporates an EO/IR sensor, tactical laser designator, and radar. The system must be able to carry weapons loaded while on the move and capable of putting metal on target within 6 minutes of target recognition. System must be able to relocate positions after weapon deployment within 3 minutes. System must be able to go complete blackout and have complete IR inside and out on command and capable of sending out IR strobe for friendly or foe recognition.
This requirement is for the development and integration of a low rate initial production (LRIP) of 26 prototype “sensor suites”. This requirement involves production of the hardware prototype, non-recurring engineering (NRE) and integration to incorporate the 26 sensor suites and 10 GFE’d weapons kits into a Government Furnished vehicle. Due to national security reasons, this sensor suite LRIP is required to be delivered and integrated in an extremely compressed delivery schedule. Deliveries are required beginning in June of 2023, at a rate of at least 5 each per month, with all 26 units required for final delivery by 30 November 2023.
2.0 Requirements
2.1 Task 1 (CLINs 0001 & 0002): Non-Recurring Engineering (NRE) and purchase of materials associated with designing and developing Sensor Suites. NRE will consist of the development, design and integration. The design and development of the Sensor Suites are detailed in SOW attachment 1 (excel spreadsheet) to this document specifying the mounting and installing of all 6 components of the Sensor Suite, listed at task 1. The Government has unlimited rights to all documents/material produced under this task and contract.
1. Contractor shall produce design to mechanically attach sensor payloads (FLIR SAFIRE 380-HLD and R20SS-3D-XR) to mast (711990290 Will-Burt Stiletto AL .9-2.8M).
1. Contractor shall produce design to mechanically attach mast, containing the FLIR and Radar payloads, to Government Furnished Equipment (GFE)’d vehicle(s) of the same type and will be delivered June 2023, prior to start of production.
1. Contractor shall design weather proof opening in roof of GFE’d vehicle(s) for extension of mast. Contractor will design and develop the location of the mast within the GFE vehicle and the Government will review/sign off on prior installation.
1. Contractor shall provide integration of sensor track data to fire control via Ethernet, and 28v power to sensor suite.
1. Contractor shall provide integration of vehicle positional data to fire control from INS via ethernet.
1. Contractor shall provide mechanical design to attach IMU to radar pan tilt.
1. Contractor shall provide monthly delivery schedule and expenditure reports of material.
1. Contractor shall purchase all of the following materials (as seen in attachment 1):

*All material above will be purchased. Items are commercial off the shelf (COTS) parts. Some have part numbers, some do not. Once material is invoiced and paid for, it will be retained as Government Furnished Material (GFM) and owned solely by the United States Government. The above listed material has recognized COTS licensing agreements.
2.2 Task 2 (CLIN 0003): Low Rate Initial Production (LRIP), Development and integration (installation and mounting) of 26 sensor suites and 10 GFE weapons kits onto GFE’d vehicle containing missile launcher and power system. The Government has unlimited rights to all development and integration produced under this task and contract.
1. Contractor shall report high and medium program risk at weekly program reviews with TAGM and/or DLA. Weekly reviews will be conducted via TEAMS or at rotational location (Redstone/Huntsville) based on mission need.
1. Contractor shall attend in person meetings every 3 weeks at a rotational location of Redstone Arsenal and/or Orlando as needed until program design and First Prototype build is complete/approved/finalized. Travel to Orlando and Nashville are relative to the prototype build because these are the locations for the tests of the radar/FLIR after installation into the GFE’d vehicle.
1. Contractor shall conduct testing at Government furnished facility (Redstone Arsenal) with system to provide sensor suite accuracy performance against land, air, and sea threats, as part of the prototype build (listed in attachment 1 of this document, specified in task 2).
1. Contractor shall produce 26 sensor suites, to include, but not limited to, EO/IR sensor, radar, mast, hatch, and master INS units.
1. Contractor shall conduct installation and mounting of 26 sensor suites onto 26 separate GFE’d vehicle(s).
1. The government will furnish 10 vehicle kits that are needed in the install of the sensor suites. The government will provide 10 each vehicle kits as GFE to be installed into 10 GFE vehicles. The government will install the other 16 each vehicle kits into the other 16 vehicles. If the contractor completes their install faster than the government, the government may modify the contract to increase the GFE quantity and install quantities.
1. Contractor shall design sensor suite layout for the system and develop system drawings to be delivered at Prototype.
1. Contractor shall take all measurements required for offsets between launcher, master INS, GPS antennas during system installs against system drawings.
1. Contractor shall develop and deliver build to instructions for the mounting location and mounting hardware for the sensor suite. (CDRL)
1. Contractor shall perform final integration of complete system. Government will provide the software as GFI to be tested.
1. Contractor shall lead and participate in final system testing of all 26 system units.
1. Contractor shall support up to 3 missile firing events at TBD location.
1. Contractor shall support and identify anomalies from the 6 Degree Of Freedom (DOF) simulation runs, developed by the Government, of all target scenarios for the predicted test firings.
1. Contractor shall support 2 user trainings at Redstone Arsenal (not to exceed 3 days) to identify training material and user guide information/completeness.
1. Contractor shall support 2 design reviews to be held at Redstone Arsenal.
1. Contractor shall produce training materials and user guide. Government will review and provide feedback as necessary and provide acceptance. (CDRL B001, EXHIBIT B)
1. Contractor shall provide monthly schedule report.
1. Contractor shall complete all installs and system testing of all 26 sensor suites and 10 GFE’d weapons kits by November 30, 2023, with initial sensor suite installs starting in June at a rate of 5 each per month.
