Based upon the technical certification on file, technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government.

The overall cost of this acquisition will be fair and reasonable to the Government. In accordance with FAR 15.404, it is anticipated that negotiations will be conducted using information other than cost and pricing data from the contractor.

Thorough price analysis will be conducted that will support the contracting office in making a determination that the price paid to the contractor is fair and reasonable to the Government.

Market research as defined in FAR 10.001 was conducted based on knowledge of individuals within the requirements community. This item was not published in the CASL. IAW DLA Broadcast Acquisition Memorandum (BAM) 2015-27 published 12 June 2015, Contracting Officers are required to issue a Request for Information (RFI) or Sources Sought with the J&A when acquiring supplies from only one or a limited number of responsible sources.
