CAGE 17476, Teledyne Instruments Inc., D/B/A Teledyne D.G. O'Brien This shore power adapter extension assembly is used on the Virginia Class Submarines. It is installed topside when in port and provides an electrical connection between the electrical hull fitting and the shore power cable. It is required when the submarine’s main electrical system is offline due to being in port or dry docked for maintenance. The assembly includes an aluminum body with electrical inserts and contacts. The item does not have a nuclear hardened feature but does have other critical features such as material specifications, tolerance, fit restrictions and application that must be adhered to in order to prevent hull corrosion in the submarine. The assembly is designed and manufactured by Teledyne D.G.

O’Brien, Cage 17474, and is the only shore power adapter extension assembly that has been tested and approved for use by the In-Service Engineering Agency for this material, NAVSEA. The items being procured must be compat ble in all aspects with the system currently installed on board the ship in order for it to function properly. The design, drawings and technical data for this system are owned Teledyne and the Government does not possess sufficient technical data to enable a competitive procurement.

15 MAR 2019 Class Waiver of the Requirement to Post a Request for Information or Sources Sought Notice applies to this requirement

The proposed contract action was synopsized on the government-wide point of entry on 04/29/2020 and as a result No Responses were received.

Market research was conducted in accordance with far part 10. The results of the market research conducted (or the reason(s) market research was not conducted) are as follows

A technical review, which consisted of searching several government databases including ITIMP, FLIS and ERP, has been completed on this item. Search criteria included Part Number, Design Control Activity, Cage Code, NSN, Nomenclature, AMC/AMSC, AAC, Criticality Coding, and recorded approved sources of supply.

Additional Market Research was performed by the Contract Specialist as follows: Review of available information from past awards and offers; Mandatory sources of supply were reviewed, however none were able to supply the item; WebFLIS and Haystack databases were reviewed and both show Teledyne, Cage 17476, as the only approved source for this part; A Google internet search of the part number provided 3 results, all connected to Teledyne and the current NSN. Based on this market research, it is determined that CAGE 17476, Teledyne D.G. O'Brien is the only known source of supply for this material.

The Contracting Officer determines that the anticipated cost to the Government for the supplies covered by this J&A will be fair and reasonable. This item has been procured on a non-commercial basis in the past and is for a specific military application. The estimated cost does not meet the threshold for requiring certified cost or pricing data as provided for in FAR15.403-4(a)(1). Prices will be determined fair and reasonable through a detailed price analysis using historical data, PPI and learning curve application along with any other available information. Negotiations will be conducted as necessary to achieve a fair and reasonable price. Due to the poor SPRS delivery performance of Teledyne Instruments Inc., the contract shall include the following provision to protect the Government in the event of untimely delivery: "Delays in deliveries shall be subject to financial reduction in unit prices per DLAD 43.102."
