3.2.8 Uncertainty S11, S22 at -5dB Magnitude: <0.5dB; <5°

3.3 VVM Requirements

3.3.1 Signal Source: The equipment shall have a built in signal source that can be used for

VVM measurements.

3.3.2 Measurement Functions: the equipment shall have the ability to make common VVM measurements, to include 1-port, 2-port, A/B, and B/A functions.

4.0 GENERAL REQUIREMENTS

4.1. Operating Temperature Operating temperature shall be reduced to a range of -10°C to 50°C.

4.2 Power Source/Consumption

4.2.1 Maximum Power Consumption: With the equipment plugged into AC power and with the battery charging, power consumption shall not exceed 60W.

4.2.2 Battery Operation Time: 3 hours minimum.

4.2.3 Battery Recharge Time: 4 hours (typical).

4.3 Stowage Requirements/Physical Features

4.3.1 Weight: Under 12 lbs. (with battery installed)

4.3.2 Dimensions (H x W x D): Within 15” x 15” x 5”

4.3.3 Enclosure: Equipment shall, at a minimum, have a handle that allows the operator to confidently hold the equipment while taking measurements.

4.3.4 Transit Case: The equipment shall include a messenger or laptop styled soft shell transport case capable of storing the equipment, operator's manual, and all included accessories such as the AC adapter, battery, input adapters, and cables.

4.4 Materials/Equipment Limitations and/or Restrictions

4.4.1 Battery Restrictions: Per MIL-PRF-28800, Lithium and Mercury batteries are prohibited without prior authorization.

4.4.1.1 Exception: Per Naval Ordnance Safety and Security Activity (NOSSA), the use of

Lithium primary (non-rechargeable) coin cell batteries meeting the following criteria is authorized for Naval personnel and on Naval activities, surface ships, submarines, and aircraft:

a. Unmodified, commercial-off-the-shelf (COTS) item;

b. Used in single-cell configuration;

c. Maximum nominal output of 3 Volts;

d. Maximum rated capacity of 1 Amp-hour (Ah).

4.4.1.2 Exception: Per Naval Ordnance Safety and Security Activity (NOSSA), the use of lithium ion rechargeable (secondary) batteries meeting the following criteria is authorized for Naval personnel and on Naval activities, surface ships, submarines, and aircraft:

a. Unmodified, COTS battery;

b. Underwriter’s Laboratories (UL) listed (certified);

c. Used in the device as recommended by the manufacturer;

d. Recharged only by expressly designed for recharge of the specific battery in use;

e. No more than four cells in series (less than or equal to 18-Volt output;

f. Rated for no more than 100 Watt-hours, as listed in the manufacturer’s specification or calculated by multiplying the capacity in Ah by the maximum working (nominal performance) voltage.

4.5 Interface Requirements Unless specified, Wireless technology interfaces will be disabled.

4.6 Maintenance and Technical Documentation The equipment shall be categorized as

“repairable” to level 2. The maintenance philosophy for equipment that is categorized as “level 2” only (per MIL-PRF-28800F) shall require maintenance fault isolation to the module level of the unit. The technical manual shall provide necessary guidance to perform level 2 maintenance. A Use and Installation manual (Operator’s Manual, level

1) shall be provided separately

Maintenance information shall include:

• Parts lists to the component level,

• Schematics and component layout drawings,

• Block and schematic diagrams.

• List of required test equipment and connection diagrams, and sequential instructions for disassembly, repair, replacement, and reassembly

• Board level maintenance and troubleshooting information,

• Step-by-step instructions for troubleshooting and fault isolation,

• Expected signal levels,

• Test data sheets will be included, and as required,

• The instructions will define localizing a defective circuit card.

Parts lists shall include:

• Parts lists shall be shown on illustrations or a separate listing that includes an index or reference to other illustrations

• Part number, CAGE code, and generic description

The technical manual shall be provided in both printed and electronic formats. The printed format shall be otherwise normally provided. The electronic format shall be in Portable Document Format (PDF) - ISO 32000-1:2008. Two separate CD/DVDs are required, one shall contain the Use and Installation manual and one shall contain the Maintenance and Service manual. Individual file size may not exceed 5 MB. It is permissible to parse manuals into multiple files (of less than 5 MB) to meet this requirement.

The statement of copyright release:

“REPRODUCTION AND DISTRIBUTION OF THIS TECHNICAL MANUAL IS

AUTHORIZED FOR UNITED STATES GOVERNMENT PURPOSES.”

shall be printed in the first two pages of each technical manual and on the surface of the CD/DVDs supplied.

Regardless of the technical manual/documentation type, all of the PDF's shall have the following statement of copyright release: “REPRODUCTION AND DISTRIBUTION

OF THIS TECHNICAL MANUAL IS AUTHORIZED FOR UNITED STATES

GOVERNMENT PURPOSES.

4.7 Training Material The equipment shall be provided with basic operation and maintenance training. Such material can be provided on non-volatile electronic medium at a minimum (CD, or DVD), and shall be accessible using freeware such as Adobe Reader® or similar. Flash drives (volatile memory medium) shall not be included with the equipment

4.8 Calibration Shall be in accordance with NAVSEA TMDE Program Policy. The calibration interval shall be 12 months minimum. The equipment shall be within 85% End-of-period (EOP) reliability target (meaning at the end of the interval, a minimum of 85 percent of the units shall remain in tolerance)

4.9 Additional Requirements

4.9.1.1 Equipment: Per MIL-PRF-28800F, a human readable label shall be provided for all production lot units conforming with MIL-STD-130N and permanently affixed on the equipment in an easily readable location.
