General Information
Introduction DeVal Life Cycle Support, LLC (DeVal) is pleased to present this cost proposal as a response to RFP SPRMM1-20-R-TA82, Dolly, HDLG, MK24-1. DLS is a HUBZONE Certified small-disadvantaged business original equipment manufacturer (OEM) located in Philadelphia, PA.
Founded in 1954, DeVal (previously DeVal Corporation) has roots in several manufacturing areas such as armament support equipment manufacturing, remanufacturing, turn-key start up, and long-term logistic and spare parts support. A manufacturer of vital armament weapons support equipment, DeVal is a prime contractor for the Defense Department and large prime contractors.
Government-Furnished Material This proposal does not identify the need for Government-Furnished Material (GFM).
Cost Accounting Standards DeVal is not covered by Cost Accounting Standards.
Cost or Pricing Data This proposal and accompanied attachments, labeled COST INFORMATION, includes data and information that DeVal used to estimate the cost for this firm-fixed priced procurement.
Moreover, the data herein encompasses the basis of estimate for this response. An index is provided at the end of this proposal to summarize all attachments.
Cost Summary DeVal has not provided a summary of total cost by element of cost because of the step ladder pricing requires of this request for proposal. The government has not indicated a particular quantity range to use for extrapolating pricing beyond a single unit. Moreover, a detailed cost element has been provided as an attachment labeled COST INFORMATION - SPRMM1-20-R- TA82 Cost Detail Internal Format 2020-11-05.

Cost Incurred Prior to Proposal Submission Deval has not incurred any cost for this effort prior to the submission of this proposal.
Forward Pricing Agreement DLS does not have approved forward pricing rates since DCMA does not negotiate forward pricing rates with contractors unless expected sales in a given year exceed $200 million per
DCMA-MAN 2201-01.
Cost Elements
Direct Material Cost DeVal’s proposal includes the pricing of direct materials in order to manufacture and supply the MK24-1 according to the drawings and specifications in the RFP.
DeVal’s proposal includes a complete Bill of Material (BOM) that includes a breakdown of assembly, sub-assembly, nomenclature, drawing revision, quantity requirements, and unit price.
DeVal used historical pricing from its ERP system, E2 MFG, as the basis of estimate (BOE) for each line item in the BOM. Each line item can be traced back to either a vendor quote or purchase order history. At this time, DeVal is not releasing a source document for each line item in the BOM due to extreme quantity of line items. The Government may request back up for any line item in the BOM and DeVal will furnish upon request.
Please refer to COST INFORMATION - SPRMMI-20-R-TA82 5166020-1-2 BOM v2 for detail.
Direct Subcontract Cost DeVal’s proposal includes the pricing of subcontracted services in order to manufacture and supply the MK24-1 according to the drawings and specifications in the RFP.
Price Reasonableness DeVal employs a robust supply chain that includes suppliers of raw material, hardware, and specialized outside services such as heat treating, anodizing and plating for all of its contracted work. Moreover, DeVal ensures price reasonableness by benchmarking quoted prices against similar offers by qualified suppliers. DeVal considers quality, lead time, and overall price when estimating and procuring from our manufacturing supply chain.
Interorganizational Transfers DeVal is not proposing inteorganizational transfers as part of this estimate.
Direct Labor Highly qualified and experienced Direct Labor is a significant proposed cost element in this effort. DeVal has summarized its direct labor level of effort by hours per CLIN and Quantity
Range. Please see COST INFORMATION - SPRMM1-20-R-TA82 Cost Detail Internal Format 2020-11-05 for details on proposed level of effort.
Moreover, direct labor is the proposed base for the Manufacturing Overhead (MFG OH) and General and Administrative (G&A) indirect rates. Please see COST INFORMATION - SPRMM1-20-R-TA82 2019 Indirect Rate Calculations for details on the proposed indirect rates and direct labor base.
The BOE for the manufacturing routing is included as an attachment to this proposal. DeVal’s routing is generated by engineering estimates in the ERP System, E2 MFG. This effort includes two level of effort categories: 1.) Setup Time 2.) Cycle Time. Each category is then broken down into individual work centers (i.e. assembly, manual lathe, cnc milling, paint, etc…) for further clarification.
In accordance with DeVal’s established estimating practices, total setup time is divided evenly amongst the total quantity in a given CLIN and then added to the total per unit cycle time. The table below provides a detail of the BOE for level of effort per unit per quantity range:
CLIN QTY Range Setup Hours / Unit
Cycle Time Hours
Total Hours / Unit
0001AA 1 227.25 102.47 329.72
0001___ 1-5 113.63 102.47 216.10 0001___ 6-10 37.88 102.47 140.35 0001___ 11-15 20.66 102.47 123.13 0001___ 16-20 14.20 102.47 116.67
Please see COST INFORMATION - SPRMM1-20-R-TA82 Labor Routing 5166020 Rev 2 for complete detail of setup and cycle hours, work center, and sub-assembly detail.
The hourly rate used for direct labor is an average shop rate. Please see COST INFORMATION
- SPRMM1-20-T-TA82 MFG Rate Table for detail on calculation.
Indirect Costs
For the purposes of this estimate, DLS has utilized final indirect rates for each year of the period of performance. The basis of this rationale is that the current proposed work, in addition management estimates and forecasts, assume that fiscal year 2019 is the best basis of estimate for future cost structure and indirect rate projections. Please see COST INFORMATION - SPRMM1-20-R-TA82 2019 Indirect Rate Calculations for details on cost pools, basis, and 2019 actual indirect rates.
DeVal accounting system and estimating practices apply indirect rates in the following manner:
Fringe Costs Allocation Cost Pool – indirect fringe cost is allocated to either the MFG OH or G&A Cost Pool on the basis of total direct labor.
Facilities Costs Allocation Cost Pool – indirect facilities cost is allocated to either the MFG OH or G&A Cost Pool on the basis of facilities space utilized by either manufacturing or administrative personnel.
Manufacturing Overhead Final Cost Pool – indirect manufacturing costs, including allocated fringe and facilities costs, allocated on the basis of manufacturing direct labor.
General and Administrative Final Cost Pool – indirect general and administrative expenses including administrative salaries, legal, human resources, and other general business expenses, including allocated fringe and facilities costs, allocated on the basis of all other cost (total cost input).
Other Direct Costs
DeVal is not proposing any other direct costs (ODCs) such as travel, per diem, or Facilities Capital Cost of Money (FCCM).
