Azimuth (AZ) Motor Drive units to be delivered on this contract shall be supplied from newly manufactured production ONLY and shall meet all operational and performance requirements (form, fit, function (F3)) and interface requirements as cited under Configuration Baseline Section below.

The Contractor shall maintain a Configuration Management (CM) process delineated in its internal CM Plan that should be made available for Government review if and when requested during the over the course of the contract.

The Contractor shall establish and maintain the current configuration identification (drawings, product structure, specifications, part numbers, serial numbers, software if applicable, etc.) of the item(s) to be delivered under the subject contract.

3.1 CONFIGURATION BASELINE(CB)

The Contractor shall comply with configuration control requirements prescribed herein throughout the course of every issued DO production efforts. The applicable Configuration Baseline (CB) for the listed Configuration Item (CI) is as follows:

NSN Nomenclature Part #/Drawing # Configuration Baseline 6105-01-108-7950 Motor, Azimuth

Drive SM-D-803248-2 SM-D-803248 Rev K

SM-A-803249 Rev E SM-A-800519 Rev P All above drawings with subsidiary drawings & approved outstanding/pending Engineering Released/Changes (ER/Cs) as part of technical data provided for this effort.

3.2 CONFIGURATION CONTROL(CC)

Each CI, as developed/built and delivered, shall conform to the cited CB and, if applicable, all subsequent CB’s that will be ma de contractually binding by the Procuring Contracting Officer (PCO). Configuration changes which involve internal Contractor’s proprietary details and which do not affect the Government CB do not

SPRBL1-18-Q-0059 Page 5 of 9 Exhibit A require Government approval prior to incorporation, but must be thoroughly and accurately documented by the Contractor and shall be made available to the Government upon request.

3.2.1 Departure from CB

Configuration Control shall be effected by the Configuration Control Documents (CCDs) as follows:

3.2.2 Engineering Change Proposal (ECP)

An ECP includes both the engineering change and the supporting documentation by which the change is described and suggested. An ECP describes change(s) to the CI and associated Government documents and data that are affected by the proposed engineering change.

Major Change: Is defined as a Class I ECP and are Out-of-Scope changes to the Government approved Baseline Configuration which will result technical requirements and additional cost requiring . See EIA-649 for guidance.

Minor Change: Is defined as a Class II ECP as it addresses In-Scope changes such as correcting documentation errors etc and does not relect any changes to current item’s design Form, Fit and Function (F3). Conractor is required to submit Minor Changes/Class II ECP for review and concurrence by Defense Contracting Management Agency (DCMA) Engineer and/or Quality Assurance Representative assigned with oversight of Contractor’s production facility.

If a “Minor Change” is disapproved or non-concurred with or determined by later analysis that the change should have been classified as a “Major Change”, the Contractor shall cancel the document with incorrect classification of “Minor Change” in its entirety and remove the incorrectly classified change from all equipment at no cost to the Government without adverse impact to contract schedule and appropriately reclassify and reprocess the change for Government approval while adhering to all configuration control requirements.

3.2.2.1 Notice of Revision (NOR)

A NOR shows the detailed changes that must be made to technical documentation, except specifications, (one NOR per document) following approval of an ECP. The NOR is submitted as part of the ECP.

3.2.2.2 Specification Change Notice (SCN)

An SCN is used to delineate the exact change(s) in a specification that will be distributed to users when the ECP is approved. The SCN is submitted as part of the ECP. The SCN is not used for a military or federal document, only a Request for Waiver can be used for those documents.

3.2.2.3 Value Engineering Change Proposal (VECP)

VECP is the same as an ECP except there are proposed cost savings for the program. The Contractor shall follow the guidance in FAR 52.248-1 for VECPs.

SPRBL1-18-Q-0059 Page 6 of 9 Exhibit A

3.2.2.4 Request for Variance (RFV)

An RFV is equivalent to formerly a Request for Waiver (RFW) or Request for Deviation (RFD) which describes a departure from Government approved configuration documentation for a specific number of units for a period of time. The Contractor shall identify the impact of the RFW on performance, operational readiness and logistics support of the affected CIs. The RFV shall include a recommended corrective action with supporting rationale to include any relevant back up data. The Government will require compensation for any RFV submission and therefore, a proposed withholding ($) amount for consideration shall be included as part of submission for Government review and counter offer as applicable. The Contractor shall provide a Certificate of Compliance stating corrective actions in compliance with Government approval have been or shall be implemented. Reference ANSI/EIA-649 for guidance on RFVs.

Products that incorporate a known departure from requirements without prior to official Government approval through the Contracting Activitiy Procurement Authority shall not be delivered. A copy of Certificate of Compliance shall accompany all products, to be delivered, affected by Major RFVs.

3.2.2.5 CCD Cost Data

The Contractor shall provide all supporting program or cost data with the CCD. The Contractor shall uniquely and sequentially identify (including the use of the contract number) each ECP, VECP, NOR, SCN or RFV. The identification number should use less than 16 characters.

3.2.3 Identification of Authorized Personnel

The Contractor shall identify to the PCO, Administrative Contracting Officer (ACO), and the technical office identified on the DD Form 1423 for DI-MISC-80711A, the name(s) of the official(s) of its organization who are authorized to submit CCDs 30 Days after Contract (DAC). All CCDs must be submitted through the PCO and Contract Specialist.

3.2.4 Documentation

The Contractor shall document by serial number each products configuration, applicable documentation, maintenance support requirements and spares in relation to the Contractor’s configuration baseline. The data in use shall be available for Government review and use.

3.2.5 Use of CB Data

The Contractor shall assure that all necessary Contractor’s activities have access to and use of the contractually specified configuration baseline(s), approved changes and departures, and effectivity data. The data in use shall be available for Government review and use.
