About this file
This document is an Off-Contract Procurement Authorization form (SPO Form 104) submitted by the Arizona Department of Public Service (DPS) to the State Procurement Office. The request involves obtaining approval for additional statewide contracts for automotive parts and repair services for light-duty vehicles, involving multiple automotive service providers across Arizona. The document details a procurement authorization process following a recent statewide solicitation by the Arizona Department of Transportation (ADOT) for automotive service contracts.
The procurement request seeks to add 18 supplemental automotive service suppliers to ensure comprehensive statewide coverage, particularly in remote areas. The contract term is one year with an estimated annual cost of $750,000. The suppliers include various automotive repair shops, dealerships, and service centers located across Arizona, such as Bell Ford, Cochise Tires & Automotive LLC, and Robert Horne Ford. The justification highlights the need for geographic coverage, maintaining existing partnerships, and ensuring service availability for DPS fleet vehicles. Pricing will be competitive and based on hourly labor rates, which DPS will review to ensure alignment with existing and newly awarded ADOT contracts. Two suppliers (Bell Ford and Sands Chevrolet) are specifically noted for their importance in vehicle purchasing and upfitting processes.

| Text12: Recently ADOT held a SW IFB solicitation for Automotive Parts and Repair for Light Duty Vehicles. As part of this solicitation process, DPS provided ADOT a listing of DPS SW fleet contracts/suppliers to be included/contacted for this solicitation. ADOT made the SW contract awards on 5-27-25. However, in reviewing the suppliers awarded, there are a number of suppliers that DPS currently utilizes that were not awarded contracts. |
For a variety of reasons (documented below), DPS is requesting the ability to go off-contract:
1. Many of these suppliers are located in remote areas where options are not available. In order to fill this gap and ensure that contracts are in place through out the State to continue to service DPS and other SW agencies fleet vehicles, requesting this approval to go off contract to move forward with creating contracts with the previous DPS SW suppliers. DPS Procurement met with DPS Fleet to ensure we did not overlap ADOT statewide suppliers with DPS off-contract request suppliers (w/ the exception of 2 suppliers - see below).
2. DPS is requesting approval for Bell Ford and Sands Chevrolet. DPS is different than many agencies as we purchase our own vehicles (vs. leasing from ADOT). Both of these suppliers are key partners as it relates to our annual fleet purchase requirements. In addition, both suppliers also play a significant role in the post-purchase vehicle upfit process. And as anticiapted because of the significant relationship, we also use these two suppliers for vehicle light duty maintenance... and we are requesting permission to include in this eventual CI (to support the continuation of the important partnership).
3. Lastly, in addition to geographic coverage and key partnership (for two suppliers)... the suppliers we are recommending provide an increased level of service to our on-duty and off-duty Troopers. The service providers have accommodated privacy for the Troopers in the way of secluded waiting areas... allowing our officers to maintain confidencitality and perform their duties.
| Text13: Pricing on these contracts will be competitive based on hourly labor rates. DPS will review all labor pricing provided to ensure that it is in line with previous contracts and the newly awarded ADOT contracts. |
