About this file

This is a Competition Impracticable (CI) Procurement Authorization form from the Arizona State Procurement Office, specifically involving the Arizona Department of Public Safety (DPS). The document is a request submitted by Melanie Guyette, Deputy CPO of DPS, seeking authorization for a procurement with Sun West Engineering. The form follows the Arizona Administrative Code (A.A.C.) R2-7-E303 guidelines for procurements where standard competitive bidding is deemed impracticable.

The procurement is for prefabricated telecommunication shelters with delivery, specifically for the Wireless Systems Bureau (WSB) at DPS as part of the legislature-approved North Loop Microwave project. The contract is for a 5-year term with an estimated total cost of $1,800,000. The project involves updating the public radio system in the Northern half of Arizona, with 26 sites requiring new communication equipment shelters. After consulting multiple suppliers, WSB determined that Sun West Engineering specializes in telecommunication shelters and can provide prefabricated sections that will be easier to transport and install on mountain tops. The procurement strategy includes working directly with Sun West Engineering to avoid additional pass-through costs and benchmarking pricing for communication shelters.

Text11: The North Loop Microwave project is to update the public radio system in the Northern half of Arizona. WSB is managing the North Loop project and as part of the scope of this project and have identified 26 sites (majority remote mountain top locations) that will be receiving new communication equipment shelters. Due to accessibility of 6 of these mountain top sites, WSB consulted with current suppliers on contract: Sabre Industries, ADW Communications, Enertech Resources, and with professionals in the delivery field: Banhart Logistics, Crane Rental Services, Marco Crane ,Southwest Industrial Rigging, Sun Belt Rentals, Ross Rentals to see how structure could be transported to these 6 sites, and the result was that the current building plan and delivery was deemed not be safe.

WSB then requested that Sabre provide a multi-piece shelter that could be reassembled on site. Sabre was not able to accommodate this request.

Sabre Industries then made a recommendation to WSB to contact Sun West Engineering since they offer prefabricated solutions. WSB did find that Sun West Engineering specializes in the requirements of telecommunication shelters and can make pre-fabricated sections that will be easier to transport and install on mountain tops.

Text12: Based on working directly with Sun West Engineering, WSB will avoid any additional pass thru mark up (approx 6%) if WBS would request another suppler to subcontract for these shelters. Will also benchmark pricing for communication shelters.
