About this file
This document is a State Procurement Office (SPO) Form 101 - Competition Impracticable Procurement Authorization for the Arizona Office of Equal Opportunity (OEO). The request was submitted by Carlos Contreras, OEO Director, and was ultimately approved by David Steuber, State Procurement Administrator, on August 12, 2025.
The procurement relates to the Adult Workforce Diploma Program, established by SB1744 to assist individuals who are at least twenty-one years old in earning a high school diploma and developing critical employability skills. The program will be delivered through multiple providers including Goodwill Excel Center, Graduation Alliance, Smart Schools, Kaizen Education, AZ Ombudsman, GAR LLC-Student Choice High School, and Cengage. The contract term runs from July 1, 2025, to June 30, 2026, with an estimated cost of $2,000,000. The procurement was determined to be competition impracticable as compliance with standard procurement rules was deemed unnecessary, and the contract can be executed after September 26, 2025, with milestone payments to program providers fixed by statute.
