STATEMENT OF WORK

Statement of Work for Cladding System

1. SCOPE

1.1. This specification provides the minimum requirements for Government purchase of a cladding system that fastens to the outside of standard 1.90” outside diameter, cupped, Excel modular scaffolding system. The cladding system must attach to the outer façade to create a protective watertight barrier between the outside and inside of the scaffolding build. Roofing will be Government furnished.

2. BID SUBMITTALS

2.1. Provide submittals for cladding system including shipment to Portsmouth Naval Shipyard.

2.2. Provide drawings of individual components and list of materials needed to fulfill sufficient cladding coverage to Portsmouth Naval Shipyard for review and technical approval.

3. REQUIREMENTS

3.1. DESIGN CRITERIA

3.1.1. Individual components that make up the cladding system should be lightweight, so that one person can manipulate and install the entire system. The maximum weight of each component must be 25 lbs.

3.1.2. The outside face of the cladding system must be less than 6.5” from the centerline of the scaffolding system vertical components.

3.1.3. The cladding system must be reusable.

3.1.4. The cladding system must fasten to the Excel scaffolding system from the inside of the scaffolding build using common hand tools

3.1.5. The cladding panels that make up the majority of the walls must have internal spaces for Government furnished sound deadening or thermal insulation.

3.1.6. The cladding system will have corner covers to prevent inadvertent access to fastening components or the inside, once assembled.

3.1.7. The cladding system must not interfere with the fit and function of the Excel scaffolding system that it is built upon, i.e., the braces and horizontal members of the Excel scaffolding system can be removed or manipulated when the cladding system is installed.

3.1.8. All components of the cladding system must have a flame-spread classification of at least a Class II (B), or better.

3.1.9. All materials provided under this specification will be new and will not have been pre-used.

3.2. MATERIAL REQUIRED

3.2.1. The material provided will be sufficient to cover thirty-one (31) section areas of Excel scaffolding and sixteen (16) corners plus 10% total extra material provisions, as follows:

• three (3) 4’ wide x 10’ high areas,

• one (1) 5’ wide x 10’ high area,

• four (4) 7’ wide x 10’ high areas,

• eleven (11) 8’ wide x 10’ high areas,

• two (2) 9’ wide x 10’ high areas,

• two (2) 4’ wide x 20’ high areas,

• two (2) 7’ wide x 20’ high areas,

• four (4) 8’ wide x 20’ high areas,

• two (2) 12’ wide x 20’ high areas,

• twelve (12) 10’ high corner covers,

• and four (4) 20’ high corner covers.

3.2.1.1. Cladding walls do not need to be designed to cover the entire area (e.g., 7’ wide x 10’ tall) in one piece.

Cladding can be assembled to cover the entire area in a timely fashion. Estimate less than 2 hours per wall.

3.2.1.2. Corner covers do not need to be designed as one piece (e.g., 10’ high). Corner covers can be assembled to cover the height required.

3.2.1.3. Government furnished, standard size, personnel doors will be installed in some of the 4’ wide walls. The cladding system should be modifiable so that a door can be installed where the end user prefers.

3.2.1.4. The cladding walls should be made of durable plastic/fiberglass material to be modifiable using standard tools (e.g., skill saw, sawzall, drills, etc.) so that penetrations can be added as needed and panels can be modified to fit as needed.

3.3. DOCUMENTATION

3.3.1. The weight of each component (+ 5%, -0%) will be provided to the Portsmouth Naval Shipyard prior to shipment.

3.3.2. Provide detailed drawings of installation steps.

3.3.3. Documentation, including MSDS, must be included for all paints and materials used.

3.3.4. All engineering documentation will be provided and cladding system will meet all code requirements and OSHA regulations.

3.4. DELIVERY REQUIREMENTS

3.4.1. All required material will be delivered to Portsmouth Naval Shipyard and ready for use no later than the 14

JULY 2024.

Absent a clear indication of the intent to file an agency level protest with the CCO for independent review, protests will be presumed to be protests to the contracting officer.

L31 Additive Manufacturing (JUN 2018)

(1) Additive manufacturing (AM) is a process of joining materials to make objects from three- dimensional (3D) model data, usually layer upon layer, as opposed to subtractive manufacturing methodologies, which remove material from areas where it is not desired, or other traditional manufacturing technologies, such as molding or stamping.

(2) Unless AM is specifically authorized in the solicitation/contract, quotes/offers may not include parts or supplies made using the additive manufacturing process. The Government will not evaluate offers that include an item or items produced using AM, and such offers are not eligible for award for the current procurement. A quoter/offeror proposing to supply an AM- produced item may submit a request to the contracting officer for approval of the item for evaluation by the Engineering Support Activity (ESA) for acceptability for future procurements of the same items.

(3) If an item produced using AM is presented to the Government for inspection and acceptance that was not authorized in the solicitation/contract, the Government may reject the item as nonconforming.

M05 Evaluation Factor for Unused Former Government Surplus Property (SEP 2016)

(1) All offers for unused former Government surplus property shall have a $200 evaluation factor.

(2) All offers for CSI require evaluation by the ESA(s). An evaluation factor of $600 shall be applied for coordination with each ESA.

(3) If the contracting officer cannot determine acceptability and coordinates with the

ESA(s) on other than CSI, an evaluation factor of $600 shall be applied for each ESA.
