About this file
This is a Justification for Sole Source document for a specific pressure sensitive tape procurement under $150,000. The document details a sole source acquisition of 3M™ pressure sensitive tape (Part Number 361, 2-inch rolls) with unique technical specifications, including a white color, temperature range of -65 to 450 degrees Fahrenheit, and silicone adhesive coating. The tape is specifically approved for hot work areas at Puget Sound Naval Shipyard (PSNS) and features high temperature resistance, strong adhesion, and abrasion-resistant backing, with technical properties including 38 oz./in. width adhesion to steel and 146 lbs./in. width tensile strength.
The procurement is being conducted through the Defense Logistics Agency Land and Maritime, with PLUSSTAR, INC. as the authorized dealer. The document justifies the sole source procurement based on the tape's proprietary characteristics, unique performance capabilities, and specific approval for use in hot work environments. The required delivery date is set for 02-20-2025, and the document is structured to comply with Federal Acquisition Regulation (FAR) 13.106 and NAVSUP 4200.85D guidelines for sole source acquisitions under $150,000.
