The following questions were submitted by interested parties with regard to the solicitation. DLA Troop Support has prepared answers to these inquiries. See below:

1) Question: On Page 56– “Non-Price Proposals, including attachments, shall be no longer than 50 pages.” Are Cover Letters and Tables of Contents included in the 50 pages?

Answer: Cover Letters and Table of Contents are not included as part of the 50 pages.

2) Question: On Page 58 – Past Performance (a) “...Provide a list of your top three (3) highest dollar value contracts performed OCONUS or CONUS at some point within the past five years for Maintenance, Repair and Operations (MRO) type items.” Would the government accept past performance for other non-MRO DLA commodities (such as Class I) in place of the Class IV items specified? For example, could a contract to provide Prime Vendor services for a different commodity group be assessed as “Relevant” and given a “substantial or satisfactory confidence” rating or would it be precluded from receiving those ratings because it was for a different Class of commodities?

Answer: As per page 73 of the solicitation, “The Government will evaluate the relevancy of the contracts identified by the contractor in its proposal. Relevancy includes, but is not limited to:

similarity, recency, length, volume, delivery points, and dollar value. Performance occurring in the last five years may be considered recent with performance occurring in the last three years the most relevant... However, contracts determined “not relevant” will not be evaluated for performance.” It would be a business decision by the offeror regarding which contracts to submit for past performance evaluation, provided the contracts are in accordance with the submission requirements on page 61, and included below for reference:

(1) Provide a list of your top three (3) highest dollar value contracts performed at some point within the past five years for Maintenance, Repair, and Operations (MRO) type items as described in the SOW. This requirement may include contracts with Federal, state, or local government agencies and/or with commercial customers. If offeror lists less than three (3), the offeror should make a clear statement that less than three (3) contracts have been provided.

(2) In addition to the contracts in (1) above, provide a list of your top three (3) highest dollar value supply contracts at some point within the past five years with Federal, state or local government agencies, and/or with commercial customers, unless already listed above. For example, if two of the three contracts listed for requirement (1) are also your highest dollar value contracts, then only one additional contract is needed to satisfy requirement (2).

3) Question: The RFP states: Carry general liability policy. Inventory will be insured for the full value. Please clarify that the material in the storefront will be owned by the government. Will the offeror be required to insure government materials? If this will be a requirement for the offeror, is it possible to provide a dollar cap for the inventory?

Answer: The storefront material will not be owned by the government therefore the offeror will be required to insure the materials. The offeror determines the dollar cap for the inventory.

4) Question: Solicitation Page 64, FACTOR II – TECHNICAL MERIT SUB-FACTOR (c) – SOCIO

ECONOMIC OBJECTIVES-

a. Should Row 2 reflect the distribution fee be reduced from the total dollar value provided in Row 1?

b. Please confirm Rows 2.b.i. thru 2.b.v. are included in the total percentage provided in Row 2.b.

Answer: a. No. Should be total estimated dollar value, distribution fee included.

b. Yes, rows 2.b.i. thru 2.b.v. are to be included in the total percentage provided in Row 2.b.

5) Question: Solicitation Page 8 states there is “currently one storefront in Zone 1 at the Pentagon in Arlington, VA and one storefront at Letterkenny Army Depot in Chambersburg, PA.” Then, on page 51, it states “Multiple Warehouse Industrial Storefronts are already established at Pentagon and Letterkenny Army Depot, carrying an inventory of commercial demand supported items.” Please provide the exact number and locations of storefronts at Pentagon and Letterkenny.

Answer: Page 51 of solicitation, paragraph 3, 2nd line, delete “Multiple Warehouse Industrial Storefronts are already established at Pentagon and Letterkenny Army Depot, carrying an inventory of commercial demand supported items” and replace with “One Warehouse Industrial Storefront is already established at the Pentagon in Arlington, VA and one at Letterkenny Army Depot, in Chambersburg, PA carrying an inventory of commercial demand supported items.

6) Question: The customer list for Northeast indicates sales from activities that are located outside the zone. For example San Miguel, CA; Fort Belvoir, VA; Norfolk, VA; and Quantico, VA are customers in Zone 2, but neither CA or VA is a Zone 2 state. The same applies to San Diego, CA; Groton, CT;

Jacksonville, FL; Sigonella, IT; Limestone, ME; Gulfport, MS; Cherry Point, NC; Fort Dix, NJ; and Newport, RI in Zone 1. Why aren’t these activities serviced by the associated MRO contract in their respective zones? Are MRO contractors expected to provide sales staff support to these activities which are outside the states covered in the zones?

Answer: The customer list provided for the Northeast includes activities outside the region. These represent customer "ship to" addresses for orders placed by activities located within the respective NE regions. Offerors are not expected to provide sales staff support to those activities which are outside the states covered in the zones.

7) Question: After reviewing the definitions beginning on page 39, it is unclear how we should account for State and Local Taxes. Should we assume that all purchase orders are exempt from States and Local Taxes? If the answer to the tax exemption is No, how do we recover the taxes? Should they be included in the Acquisition Fee, the Distribution Price or the Contract Unit Price?

Answer: Yes purchase orders are exempt from State and Local Taxes.

8) *Question: The Price Evaluation Lists (PEL) for both Zones 1 and 2 generated numerous questions.

Therefore the following changes and/or clarifications (in red) have been made to each of the PEL lists.

CHANGES HAVE BEEN MADE TO THE FOLLOWING ZONE 1 LINE ITEMS: 042, 056, 065,

066, 077, 081, 088, 134, 138, 168, 169, 170, 171, 172, 173, 176, 180, 181, 182, 183 and 200. NO changes have been made to Zone 1 PEL line item 110. CHANGES HAVE BEEN MADE TO THE FOLLOWING ZONE 2 LINE ITEMS: 010, 022, 026, 027, 034, 037, 049, 051, 063, 066, 069, 072, 095, 102, 126, 164, 176, 177, 180, 181, 183, 184, 185, 186, 188, 189, 194 and 198. NO changes have been made to Zone 2 PEL line items 065 and 068.

*NOTE: Based on currently available information, all PEL items are TAA compliant. Offerors should provide alternates or no quote those PEL items their sourcing cannot ensure are TAA compliant. CAUTION: PEL items not quoted based on “non-TAA compliant” will count against the minimum requirement of offering on 95% of the PEL for those items confirmed to be TAA compliant.

9) The following clauses incorporated into the solicitation by reference are not applicable to the MRO PV program and have been removed from the solicitation:

A 20’ x 30’ rectangular conference room needs to be carpeted.

The customer requires the following carpet tile to be used: Milliken; Part Number: 6391-DR-TBD; Item Description: Modular Carpet Tile, Design Rhythms, 36"x 36" Tufted Modular Carpet with Comfort Plus cushion, Pattern Name: Zirconia, Color Name: 102 Quarry Stones, Product PIN# 639 J -DR-TBD.

The conference room has a concrete floor. The previous carpeting has been removed and the floor is level. The floor has been fully prepped and all furniture has been removed.

The Contractor shall install the carpet tiles to the manufacturer’s specifications. The Contractor is responsible for all clean-up and disposal throughout the entire work site in accordance with all applicable regulations.

The incidental service will require six (6) hours of labor per worker, with a total of three (3) workers. (Total of 12 hours of labor for this job). Marine Corps Systems Command, Quantico, VA

*Total Acquisition Price shall be for the LABOR COSTS ONLY for the incidental service. Please provide the name of your Sub-Contractor and a total acquisition price for the incidental service (LABOR ONLY for the installation and clean-up). The Storefront shall operate as a smalle industrial supply store.

A warehouse approximately 3,000-4,500 square feet shall be provided by the customer.

Hours of operation shall generally be Monday through Friday from 8:00 AM – 4:30 PM Local Time (40 hour work week).

The operation of the Storefront shall require three employees which include one Store Clerk, one Material Handler and one Store Supervisor. The job descriptions for these employees are listed in Column D. Pentagon, Arlington, VA Storefront Clerk Full time on-site Storefront Clerk whose primary function is the resale of merchandise in a retail environment. This individual shall be required to keep inventory forms of merchandise stocked and merchandise returned to storage. This individual shall be required to offer customer assistance with the location or selection of merchandise as well as using the Contractor’s information technology system to conduct a material transaction. Other duties include: cleaning merchandise on or in display fixtures, maintaining the display sales area by straightening merchandise to give a neat, full, and salable appearance, removing damaged or outdated merchandise, and displaying merchandise in such a manner to maintain freshness and sale dates. $ - $ - $ -

Storefront Material Handler Full time on-site Storefront Material Handler whose primary function is to transport or store merchandise. Duties involve one or more of the following: Manually loading or unloading freight cars, trucks, or other transporting devices; unpacking, shelving, or placing items in proper storage locations; or transporting goods by hand truck, cart, or wheelbarrow. $ - $ - $ -

Storefront Manager Full time on-site Storefront Manager who will coordinate and perform all necessary functions to establish and maintain adequate stock and supply levels, oversee the Storefront, ensure successful and timely issuances of MRO goods to end-users, and manage the on-site staff.
